Black Hawk will stop assisting

Central City ﬁre calls on April 30

(Editor’ s note: Central City Manager Daniel Miera declined to com-

ment on the following story, saying the city needed time to review the

termination notice.)

The City of Black Hawk has notified Central City Council and

city leaders that it is ending its mutual-aid agreement with Cen-

tral City on April 30. In a registered letter to Central City officials

dated Monday, Black Hawk City Manager Stephen Cole wrote:

“The City of Black Hawk is providing this notice of termination

of the 2013 Mutual Aid Agreement to the City of Central. The ba-

sis for this notice is that such aid currently provided by the City

of Black Hawk to the City of Central has been substantial, while

the City of Central’s mutual aid to Black Hawk is deficient.

“In addition, it is apparent that compliance by the Central City Fire

Department with Section 7 of the 2013 Mutual Aid Agreement has

become impossible. As the recent response by the Central City Fire

Department to the Feb. 12, 2025 structure fire at the Gold Mountain

Village Apartments in the City of Central illustrates, the Central City

Fire Department does not have the personnel or the equipment to meet

the demands within Central City Fire

alone provide mutual aid to the City of

Black Hawk.

“Moreover, the analysis refer-

enced above from 2017 and 2024

and the Central City Fire Depart-

ment’s response to recent fire events

in the City of Central only serves to

reinforce that Central City is simply

unable to provide mutual aid to the

City of Black Hawk if the City of

Black Hawk needed such assistance.

Likewise, Black Hawk does not have

any information on the certifications

of those members of the Central City

Fire Department that may respond

to such a request for mutual aid, and

this additional fact creates more risk

to the City of Black Hawk in request-

ing mutual aid from the Central City

Fire Department when it has no

understanding of the certifications

and level of training of the current

members of the Central City Fire

In addition, the cost of service equip-

ment and trucks responding to Central

City is falling on Black Hawk because they

aren’t reimbursed by Central for these

expenses. Fire Chief Christopher Wool-

ley estimated that it would cost “about

$800” to clean a firefighter’s uniform and

equipment after the fire they handled in

February.

Black Hawk was the first to have of-

ficers and firefighters on the scene during

two significant fires in Central City over

the past six weeks. The first was a Feb. 12

at the Gold Mountain Village Apartments,

where a blaze claimed the life of 74-year-

old Kathleen Reffel in the first-floor

apartment she shared with two broth-

ers. The cause of the fire and her death

remain under investigation.

The second fire on March 16 destroyed

the vacant, historic Hawley Merchandise

Warehouse.

Black Hawk’s elected leaders decided

to terminate their mutual-aid agreement

with Central following an hour-long

presentation by Woolley and Police Chief

Michelle Moriarty, who provided detailed

written reports on the two Central City

cameras of Sgt. Levi

on Feb. 12 to evacu-

Moriarty stated that Black Hawk of-

ficers became aware of the fire by moni-

toring the radio and moved toward the

scene, knowing their assistance might

be necessary if help was requested. As it

turned out, they were the first respond-

ers to arrive in freezing temperatures

at the apartments located on the hill

above downtown Central City. “We self-

dispatched ourselves, due to the nature of

the call. We put ourselves on route,” she

noted.

A 15-page report summarizing the two

Central fire calls was also highlighted by

Woolley and Moriarty during the meet-

ing. The report concluded:

• BHPD officers were the first emergen-

cy personnel to arrive on the scene.

They immediately tried to rescue a

non-ambulatory victim located in the

affected apartment. Due to untenable

conditions, the officers were unable

to reach the victim. They promptly

shifted their efforts to evacuate the

residents of adjacent apartments,

ensuring that they were moved out of

harm’s way. The officers also provided

critical information to arriving BHFD

members, aiding in efficient fire de-

partment operations.

• Fourteen minutes after the dispatch

call was made, only Black Hawk had

responders on the scene. “It is impor-

tant to note that the Gilpin County

dispatcher prompted the initial

mutual aid from Black Hawk, not the

Central City Fire Department,” said

Woolley.

• Woolley said the county dispatch

office decided to request help from

Black Hawk before Central City did.

“It was the where-with-all of the

where the fire started. They also

knocked on the doors of other apart-

ments in the three-story building,

instructing residents to evacu-

ate. Moriarty noted that Marston

• After the fire was extinguished

and victim care was transferred to

Gilpin Ambulance Authority, Cen-

tral City’s fire chief arrived on the

scene and assumed incident com-

mand. BHFD members performed

salvage and overhaul operations

to ensure the fire remained under

control until released by Incident

Command. The BHPD members

and their equipment were on

the scene for 90 minutes before

returning to the city.

• Due to the strong response to Cen-

tral City, the City of Black Hawk

faced a shortage of police and fire

resources for service calls.

• The Gilpin County Sheriff’s

Dispatch received the fire call at

3:14 a.m. At 3:19, the fire captain

from Central City requested one

engine from the Clear Creek Fire

Authority. Woolley stated that official

incident reports – contrary to rumors

– did not request a ladder truck from

Idaho Springs.

• According to a chart detailing the re-

sponses of various departments, Black

Hawk police arrived on the scene in

just over three minutes, while the

BHFD arrived in four minutes and 13

seconds. Central City’s chief reached

the apartment fire 22 minutes after

the initial alarm, and a captain along

with a truck took nearly 33 minutes

to arrive. After the Clear Creek Fire

Authority was called, a truck from the

Idaho Springs Fire Department took

40 minutes and 26 seconds to reach

the scene. “The event was over

before Clear Creek arrived on the

scene,” Woolley told the council.

• Central fire officials did not

request assistance from Black

Hawk until 11 minutes after the

initial alarm was received. This

delay in seeking help from BHFD

caused approximately a 10-min-

ute delay in fire suppression

efforts. The delay “substantially

increased the risk to residents

and firefighters,” according to

the Report. Before receiving the

official request for assistance,

Black Hawk police and fire posi-

tioned their vehicles and began

moving toward Central City,

thereby reducing travel time.

• Why did it take so long for

Central City to officially request

Black Hawk’s assistance? “I

have asked that question to

their chief. I didn’t receive a

response,” Woolley said.

• Before the arrival of additional

fire resources, BHFD members

contained the fire, rescued the

victim, and conducted searches

of the affected and adjacent

apartments. Central City’s Chief

declared the fire under control

at 3:36 a.m., 26 minutes after

BHFD arrived. When Central City’s

firetruck reached the scene, it had

only the driver – insufficient person-

nel to operate the equipment, accord-

ing to the BHFD chief.

• Due to the hospitalization of the two

BHPD officers, the department made

phone calls to bring in other officers

earlier than scheduled, Moriarty said.

mended that the city establish a new

fire department and hire additional

full-time personnel, alongside retain-

ing volunteer firefighters. “Those

reports are not grounded in reality,

based on the apartment fire or

the warehouse building,” the

mayor remarked. “Central City

needs to take off their rose-colored

glasses and realize they have defi-

ciencies in their fire department. It

is not fair for Black Hawk’s police

officers, firefighters, and taxpayers

to subsidize Central City. They need

to be forced into this, sooner than

undetermined.

Spellman suggested that the Central

City council should quickly develop a

solution to the situation. “Central City

will say they can’t afford to do it. Our

response should be that they can’t afford

not to for the health, safety, and welfare

of their residents and visitors, and busi-

nesses. It’s time for them to take off their

rose-colored glasses and address the situation.

As far as comprehensive fire coverage in

Gilpin County, they are the weak link.”

Alderman Benito Torres moved to have

Black Hawk terminate its mutual-aid

agreement, stating, “This does not mean

that if there is a fire in Central City, we’re

not going. It does not mean that. We un-

derstand the lives of the people in Central

are precious. However, we can’t count on

Central to respond if we need them.”

The Timberline Fire Protection District had several rep-

resentatives present at the Black Hawk City Council

meeting last week, where mutual aid and cooperative

agreements were discussed.

Black Hawk Fire and Police Departments were the first groups to

respond to the Hawley Merchandise Warehouse Fire in Central City

on Sunday, March 16. The historic building has been secured and

tagged by Central City. According to Central officials, the future of the

Spring Street building and whether it will be rebuilt remain unknown.Timberline will continue to aid Black Hawk, Central

Timberline Fire Protection District (TFPD) is not taking

a position on the dispute between Black Hawk and Central

City regarding their mutual-aid agreement. However, it will

continue to respond to requests for assistance from the two

Gilpin County cities.

Timberline, which serves most of Gilpin County and a

small portion of Boulder County near Nederland, has several

paid professional firefighters and also depends on volunteers

for its service areas.

It has various agreements with Black Hawk, which has a

paid professional fire department, and with Central City,

which employs a full-time chief and two part-time depart-

ment employees but relies more heavily on volunteers.

Black Hawk and TPFD have an auto-aid agreement that

stipulates both parties will automatically assist each other in

the event of a fire alarm. Both Timberline and Black Hawk

also share mutual-aid agreements with Central, meaning that

after receiving an emergency call, either Central or Timber-

line must request help from the other.

TPFD Board President Richard Wentzel told the Weekly

Register-Call, “We do have a mutual aid agreement with Cen-

tral City as well as a number of other agencies, and we will

continue to support all of our mutual-aid partners according

to those agreements, regardless of the status of agreements

between those other agencies. The mutual aid agreement

basically says that each organization will provide the other

organization with assistance when requested, and if resources are available.

“The auto-aid agreement stipulates that Black Hawk

will automatically be toned [summoned by alarm] and

respond to a structure fire or a wildland fire in Gilpin

County south of Highway 46,” explained Wentzel. “Our

agreement with Central City is mutual aid only. We and

they only respond when requested.”

Wentzel and several other TPFD members attended

the Black Hawk council meeting last week but didn’t

comment on reports issued by Black Hawk fire and

police chiefs.

Black Hawk Mayor David Spellman suggested that

Central City might consider developing an intergovern-

mental agreement for fire protection with Timberline,

or perhaps becoming part of TPFD’s territory. If this

occurs, Black Hawk could support Timberline for any

calls received in Central City. He mentioned that a

Central City-Timberline agreement could benefit the

region. “Central City needs to sit down with Timberline

to discuss fire coverage.”

BHFD Chief Christopher Woolley said, “Mutual-aid

agreements are supposed to benefit both organizations.”

Regarding Central City, he noted, “I feel it’s safe to say

we are subsidizing Central City. If there were effective

and proper staffing in Central City, it could benefit the

City of Black Hawk and other areas. I have no doubt in

my mind that we would provide service to anyone who

The news that Black Hawk is ending its

mutual-aid agreement with its neighbor-

ing city doesn’t mean Central City resi-

dents will be left out in the cold if another

large fire occurs.

we’re going to do the right thing to take

care of citizens, regardless of where they

Central City’s law en-

forcement is carried out by

the Gilpin County Sheriff’s

County and Central City, the

city will pay $1,018,291 this

year to the county for police

services.

At the same time, Gilpin

County has an Intergov-

ernmental Agreement with

Black Hawk that provides

mutual aid between law

enforcement agencies. For

example, Black Hawk’s po-

lice dispatch center handles

911 calls on Wednesdays for the Gilpin

County Sheriff’s dispatch, which is cur-

rently understaffed.

In recent years, there have been several

instances where the Black Hawk police

and fire departments responded to calls

in Gilpin County. Last summer, Black

Hawk responded to a small wildfire in the

Missouri Lakes I subdivision, assisting

in stopping the fire before it could reach

nearby homes. On the cold, snowy morn-

ing of Feb. 22, 2023, Black Hawk Police

Chief Michelle Moriarity took on the role

of Incident Commander following a swat-

ting call that threatened students, faculty,

and staff at the Gilpin County School

District facility located a few miles north

of Black Hawk.

Last week’s Black Hawk fire and police

report on two recent fires in Central City

noted that Black Hawk could assist Cen-

tral residents if Gilpin County requests

mutual aid. The police portion of the

shifted this week, according to

CDOT.

Traffic on westbound I-70

will shift toward the median,

beginning just east of the U.S.

6 interchange. In early April,

eastbound I-70 traffic will

change toward the median

near the Hidden Valley inter-

change.

Many overnight left-lane

closures on eastbound and

westbound I-70 will take

place between the U.S. 6

interchange (Exit 244) and

near mile-point 245. CDOT

explained that the traffic shifts

are necessary for crews to ac-

cess new areas of the roadway

as construction progresses.

Motorists traveling through

the project corridor should

exercise extra caution.

U.S. 6 exit closures

This week, motorists can

expect daytime closures of the

eastbound I-70 off-ramp (Exit

244), which exits from the

left-hand lane heading toward

Floyd Hill. Between 7 a.m.

and 5 p.m., the exit will be

closed for wall demolition and

soil-nail wall access work in

the stretch beneath the bridge

There will be 20-minute

traffic holds during the blast-

ing periods, which could occur

several times between 7 a.m.

and 3 p.m. on weekdays. Traf-

fic holds could occur on west-

bound Floyd Hill, along U.S.

6 near I-70, along the Central

City Parkway and on Clear

Creek County Road 314. Some

of the traffic holds could cause

traffic back-ups that could last

up to 45 minutes.

Single-lane traffic delays are

expected between Black Hawk

and Golden along U.S. 6 (Clear

Creek Canyon) this week and

next. These delays are due to

the installation of new hiking

trails by Jefferson County near

the highway.

The delays could occur

between 7 a.m. and 5 p.m.

Mondays through Fridays,

with no work anticipated on

weekends.

During the week of April

20-27, U.S. 6 will be closed

between Golden and Black

Hawk as work on the Jefferson

County trail project continues.

Full-week closure planned for

U.S. 6 (Clear Creek Canyon)

Motorists beware: U.S. Highway 6 in

Clear Creek Canyon will be completely

closed from April 20 to 26.

The closure is set to begin around

9 p.m. on Sunday, April 20, and will

reopen at 7 p.m. on Saturday, April 26.

However, if snow or severe weather oc-

curs, those dates may change.

The canyon will be completely closed

due to construction work for a new Jef-

ferson County trail system. Over the past

two years, limited single-lane highway

restrictions have been imposed as part

of the project. Most of those restrictions

occurred during weekday daylight hours.

From April 20 to 26, traffic will be pro-

hibited in the canyon between Golden

and the U.S. 6 junction with Highway

119, south of Black Hawk, and detours

will be posted.

The canyon closing is expected to in-

crease traffic on the Central City Park-

way and through Central City that week.

Local motorists may also use Highways

46 and 72 to travel between Gilpin

County and Jefferson County.

During the closure of U.S. 6, the I-70

Floyd Hill team will pause all rock-

blasting operations, according to CDOT.

However, before and following the con-

struction shut-down week in the canyon,

CDOT intends to carry out its regular

20-minute interstate closures for rock

blasting and scaling projects on I-70,

from Mondays to Fridays.

Refer to other sections in today’s edi-

tion for further details regarding the

$700 million Floyd Hill project, slated

for completion in 2029.
