Gilpin County Commissioners consider old fashioned country fair for next fall By Randy Beaudette The Gilpin Board of County Commissioners (BoCC) October 6, 2020 regular online meeting discussed topics such as information on the upcoming Tolland Road closure, welcome news concerning the 2021 Fair, and Great Outdoor Colorado Resilient Communities Grant Award acceptance. Board-Chair Gail Watson opened up the meeting promptly at 9:00 am along with Commissioners Ron Engels and Linda Isenhart. Joining online were County Manager Abel Montoya, County Attorney Brad Benning, and members from the Senior Leadership Team. Child Support Enforcement InterGovernmental Agreement (IGA) Gilpin County Human Services Director Laura Solomon presented a Child Support Enforcement InterGovernmental Agreement between Gilpin County and Clear Creek County. In the IGA, Clear Creek agrees to provide administrative services for a Child Support Services employee who will be shared with Gilpin County. This will include and is not limited to providing office space, processing payroll, and billing Gilpin County for fifty percent of the cost based on sharing a full-time employee. In the past, Jefferson County provided these services to Clear Creek and Gilpin Counties with the guarantee that all State incentives be returned back to Jeffco. The approximate cost to Gilpin County this year will be about $50,000 due to office set-up and training for the new full-time employee. Some of those costs will be reimbursed back to the counties through incentives from the State. In 2019 Gilpin County received $12,800 from the State in incentives which will partially cover the new full-time employee. Commissioner Watson inquired that because this is a fifty/fifty cost share, does Gilpin County receive fifty percent of the services? Ms. Solomon responded that the case load is about sixty percent in Clear Creek County and forty percent in Gilpin. With that information, Commissioner Watson requested that the IGA be reviewed and adjusted to reflect the cost of the true distribution of services. Public Health Annual Purchase of Services Agreement Gilpin County Commissioners unanimously approve a Public Health Annual Purchase of Services Agreement with Jefferson County as presented by Gilpin County Public Health Coordinator Bonnie Albrecht. The renewed agreement is basically the same as past agreements except for the addition of a Staff Epidemiologist who will monitor COVID-19 case investigation, contact tracing, outbreaks, education and response planning. Terms of this agreement will be in effect January 1, to December 31, 2021 with a total cost not to exceed $180,000. Clerk and Recorder Monthly Report Gilpin County Clerk and Recorder Sahari McCormick and Chief Deputy Ashley Martin presented two monthly reports from August and September 2020. In the August report, total funds collected added up to $247,551 - down $1,217 from the August report for the same time last year. The September report show a large jump of funds collected in the positive direction. Total funds collected jumped to $223,206 which is up $28,440 over September 2019 totals. Ms. McCormick attributed this jump to the County fees collected associated to the Lake Gulch/ Whiskey Resort development. Historic Preservation Commission Revised Bylaws After some technical difficulties at the Courthouse, Gilpin County Planner Tami Archer presented a revised version of the Historical Preservation Commission Bylaws. On February 4, 2020, the Gilpin County BoCC adopted Ordinance 19-01 that enhances our community’s local resources through the protection and preservation of the County’s architecture, cultural, heritage historical properties, historical districts, and their settings by establishing appropriate regulation and incentives. The intention of the document is to create a reasonable balance between private property rights and public interest in preserving the County’s character unique through the nomination of the various sites for preservation. The ordinance also changed the name of the Historical Commission from the Historical Preservation Advisory Commission to the Historical Preservation Commission (HPC) and is comprised of all the members from the former Commission. The HPC has been working diligently to align the HPC’s bylaws to be more complementary to the newly adopted Ordnance 19-01. There are not many procedural changes Most of the changes are grammatical, definitional clarification, and wording changes such as Chair Pro-Tem is now Vice Chair etc. The Gilpin County BoCC unanimously approved a motion to adopt the revised Historical Preservation Commission Bylaws. Boundary Line Adjustment (BLA) Gilpin County Planner Tami Archer presented Boundary Line Adjustment 20-01 on behalf of Alex Burney and the Burney Realty Group LLC. The properties located on Robinson Hill Road, consist of four separate properties ranging from 4.29 acres to 40 acres. Three of the four properties have legal access to Robinson Hill Road except one parcel identified as Parcel “D.” This BLA request will adjust the boundary lines to allow legal access to all four properties along with the adjusted approximate proposed Building Envelope. Gilpin County Commissioners approved BLA-20-01 unanimously. Tolland Road Closure Dates Gilpin County Road and Bridge Right-of-Way Specialist Craig Connell informed the Commissioners of the Tolland Road Closure that will take place in order for Union Pacific Railroad to perform work on two railroad crossings in that area. The closure will take place above the town of Toland on October 9 th and October 12 th between 6:00 AM to 2:00 PM. There will be no traffic allowed in that area - the exception being emergency traffic. Residents in the area will not be affected and signs have been posted advising motorists of the upcoming closing. County Fair 2021 Planning Gilpin County resident and GCART member Normadee Jones presented a proposal for the 2021 Gilpin County Fair. The proposal for an “Old Fashion County Fair” is the culmination of ideas from County residents. In the past, the Fair was low-keyed and low-budget. People got together to have fun and the most it cost the County was $200 for ribbons. It is proposed that High Country Auxiliary will still serve that delicious pancake breakfast, 4-H can display their projects, crafters can be set up in the barn, and carnival games can be set up in the parking areas. Along with the activities that have occurred in recent years, some additional activities feature a Red Neck Relay, Blinded Wheelbarrow race, beer garden featuring local craft beers, and the ever-popular tug-of-war between the Sheriff’s and Fire departments. It is proposed that vintage/ antique cars, and tractors be displayed along with Hot rods, Rat Rods and the younger crowd-pleasing exotics. The Gilpin County Commissioners gave an informal thumbs up for the fair proposal and asked Ms. Jones to coordinate this proposal with the existing Fair Committee. Great Outdoor Colorado (GOCO) Resilient Communities Grant Award (Resolution 20-20) Business Analyst Gabrielle Chisholm presented for approval the Great Outdoor Colorado Resilient Communities Grant Award. The grant will assist with operations around the Community Center complex such as utilities, equipment repairs, track maintenance, port-a-potties, and other concerns. Gilpin County requested $264,474, but several line items were deleted because they were not really COVID related. The grant award was for $109,724. The Gilpin County BoCC approved Resolution 20-20 unanimously. Legal Status Report County Attorney Bradford Benning informed the Commissioners that the Colorado Secretary of State’s Office has sent out some guidelines for election procedures relating to the upcoming election. Mr. Benning requested that the Commissioners set up an executive session to discuss these guidelines to ensure that the election will be run as safely and as efficient as possible. The Attorney’s office is working with Community Development to go forward with a zoning violation of undisclosed location. A Request for Proposal (RFP) needs to be submitted that will select a contractor to tow some cars from the property. County Manager’s Report County Manager Abel Montoya reported that technology testing continues in the Old Courthouse that will allow the Board to return to the Commissioner’s meeting room. Computers placed six feet apart experience interference that can cause a nuisance that is disruptive during a meeting. Plans are in place to have a permanent solution sometime around the first week in November. Next Meeting The next Regular Meeting is scheduled the take place on October 20, 2020 at 9:00 am, but in this dynamic environment, a Special Meeting may be scheduled before then if needed.
