Central City Council Business

The Central City Council met for a regular meeting on Tuesday, February 18 th , at 7:01pm. All members were present.

Consent Agenda

The first item of business was approving the consent agenda which included the regular bill lists of February 6 th and 13 th , and the City Council minutes of February 4 th . Alderman Gloria Gaines moved to approve the consent agenda and was seconded by Alderman Shirley Voorhies. The motion passed unanimously.

Hail to the Chief

Police Chief Terry Krelle was honored for his 30 years of service to Central City. Officer Tom Roe, together with several of his fellow officers presented a plaque to Chief Krelle commemorating his dedication to serving the citizens of Central.

Public Forum

The Council opened the floor to the public for addressing any issue on the evening’s agenda. No one from the public came forward to comment on any agenda items.

Planning for the Alternative

City Attorney Marcus McAskin reviewed Ordinance 14-01which will amend the Municipal Code regarding the Planning Commission. The amendment would establish the authority to appoint an alternate to the Planning Commission ensuring that the City would have a quorum for all meetings. The alternate would be appointed by the Mayor and confirmed by the Council. Alderman Gaines moved to approve the final reading of Ordinance 14-01 and was seconded by Alderman Bob Spain. The motion passed unanimously.

Not Glossing over Legalities

City Clerk Reba Bechtel introduced Resolution 14-04 which would appoint the Municipal Judge and extend the term and compensation for service. Judge David R. Gloss has been serving Gilpin County since his appointment by Governor Bill Ritter on January 11, 2011. This Resolution will extend his term through January of 2016. The judge’s compensation would remain stagnant at last year’s rate. Alderman Spain moved to approve Resolution 14-04 and was seconded by Alderman Kathy Heider. The motion passed unanimously.

Resort Cabins at the KOA

City Planner Robert Fejeran introduced Resolution 14-05 which would approve a special use permit to allow the Central City KOA Campground, owned by Whispering Pines, LLC, to build up to six permanent “Camp RV’s.” The Camp RV’s are mobile homes designed to resemble cabins and would be similar to the KOA-28-S models by Cavco Park Models and Cabins. The resolution requires Whispering Pines to enter into a written agreement with the City prior to any construction. Alderman Gaines moved to approve Resolution 14-05 and was seconded by Alderman Voorhies. The motion passed unanimously.

Staff Updates and Council Comments

City Planner Fejeran updated the Council on progress with the Pit Rally event. The City has not yet received a Special Event Packet as there are details still being worked out. Once the packet is received, the staff will review it with the Council at a work session before approving.

Managing without a manager

City Attorney Marcus McAskin presented the resignation letter of City Manager Alan Lanning, dated February 12, to the council for approval. Alderman Heider moved to accept the resignation and was seconded by Alderman Voorhies. The motion passed unanimously. It was also established by Council motion that a search committee comprised of Mayor Ron Engels and all members of the Council would be authorized to consider appointment or employment matters. A staff meeting will be set to appoint an interim manager.
