Gilpin County to enforce county road parking regulations

Short-term rental and home-based business fees implemented By Randy Beaudette After a brief Work Session featuring First Judicial District Attorney Alexis King and Assistant DA Amanda Gall, the Gilpin Board of County Commissioners (BoCC) held a regular meeting on April 6, 2021 that featured topics such as Community Development fee schedule amendment, the first reading amending the County Road parking regulations, and motion to re-name the Community Arena to the “Allen Arena.” Board-Chair Linda Isenhart opened up the meeting at 10:00 am along with Commissioners Web Sill and Sandy Hollingsworth. Also joining online were County Manager Abel Montoya, County Attorney Brad Benning, Deputy Clerk Sharon Cate, and members from the Senior Leadership Team. Moment of Silence Linda Isenhart requested a moment silence for Solid Waste Employee Mark Mathews. Your jokes, smile and unique laugh will be sorely missed but not forgotten. Rest in peace good man. Comment County resident Chris expressed her disappointment that the County has hired a new Human Resources employee that was given a bonus before starting work and will be retained at a salary much higher than any of our hardworking Public Works employees. In the last month, Public Works employees have endured an epic snow fall and experienced a tragic loss of one of their co-workers and their thank you is to do more with less. Ms. Chris’s second comment also expressed her disappointment that the Gilpin County Commissioners decided to not name the arena and barn after Cody and Shelby Allen because they were not a driving force within the County. “Maybe you (the Commissioners) may have not witnessed the whole community grieving for these two souls, but I can assure you that it was real. “Ms. Chris concluded that even though the Commissioners have a tough job, the above actions and statements are unacceptable from the leadership of our small County and community. “They show complete disregard and no respect for the actual frontliners of Gilpin County.” Child Abuse Awareness and Prevention Proclamation Gilpin County Human Services Director Laura Solomon presented a proclamation to name April as Child Abuse Awareness and Prevention Month. Ms. Solomon encourages residents and Businesses to plant pinwheels around their place of business or residence to raise awareness of child abuse in our community. To obtain your own colorful pinwheel, contact Human Services or stop by their new offices at 15193 Hwy 119 next to the library. Gilpin County BoCC passed a motion to proclaim April Child Abuse Awareness and Prevention Month. Public Health Director Introduction Gilpin County Public Health Coordinator Bonnie Albrecht introduced the new Jefferson County Public Health Director Dr. Dawn Comstock. Jefferson County and Gilpin County frequently work together on Public Health issues. Dr. Comstock pointed out that Gilpin County is unique in the sense that it is very rural, but we have a lot of large metro public health needs due to the large amount of commerce that takes place within the County. Due to the new UK variant of COVID that has emerged in the area, CDPHE will move Jefferson County into the COVID Code Level Yellow on Friday. The new variant tends to affect the younger population. Positivity rates in Jefferson County run 0-18 age group is 5.6 %, 19-29 age group is 4.3%, 30-39 age group is 4.3%. As the age goes up the positivity rate declines drastically, either due to the vaccination programs or the fact that the new variant targets the younger population. She encourages everyone to get signed up to be vaccinated as soon as possible. COVID-19 Update Gilpin County Public Health Coordinator Bonnie Albrecht provided an update on the COVID-19 status in Gilpin County. Ten positive cases have been recorded in the last seven days with two hospitalizations over the weekend in which both have been discharged after a two day stay. The County is still in Level “Green.” Governor Polis altered that mask order for Level Green counties except Gilpin because of the County Public Health mask order. Masks are required indoors and outdoors only if the six feet distance cannot be maintained. The County testing site has been moved from the Fairground parking lot to the “Z” casino parking lot to accommodate casino workers. Testing is still Thursday 10:00 am to 2:00 pm appointment may be made on the Gilpin County web site or call 303-582-5803. As of 4/5/2021, Gilpin County has had a total of 191 confirmed COVID-19 cases, and three COVID-related deaths since March 2020. The one-week average positivity rate is 8%. As this number has begun to change daily, it is best to visit CDPHE’s COVID website at https://covid19.colorado.gov/data for the most updated information. Vaccines continue to be administered at the Ameristar with approximately 100 doses a week for the next couple of weeks. A total of 2,791 vaccines have been administered to Gilpin residents either by the County or received elsewhere. For vaccination appointments call 303-515-4342 or register online at www.gilpincounty.org/departments_offices/public_health_agency Emergency Telecommunications Week Proclamation Gilpin County Commissioners approved a motion to proclaim April 11, 2021 to April 17, 2021 as Emergency Telecommunicators week as presented by Gilpin County Sheriff Kevin Armstrong. FEMA Immunization Reimbursement Gilpin County Emergency Manager Nathan Whittington provided an update on County funds to support vaccine program. On February 2, 2021, Gilpin County Commissioners allocated $150,000 to be used to cover costs of supplies to support the vaccination operations. Since then, Public Health received an additional source for roughly $125,000 through a newly discovered Federal Immunization reimbursement program. Mr. Whittington feels that the Emergency Operations Center (EOC) is in a position to give back $75,000 to the County General Fund where it will be more useful. Temporary Emergency Management Position With the possibility of receiving federal funds for everything COVID, Mr. Whittington made a request to the Board to hire for a temporary Emergency Manager Assistant. This position will manage the application and tracking process for the all the federal COVID reimbursement funds. Federal FEMA funds will even cover the salary of this new position since it too is COVID related. Because this is a temporary position, benefits other than sick time are not included. The Commissioners authorized Mr. Whittington to start the hiring process for this new position with no cost to the County. Community Development Fee Schedule Amendment (Resolution 21-05) Gilpin County Commissioners passed a motion to approve an amendment to the Community Development Fee Schedule. The new fees will be: --Short Term Rental permits have been reduced to $200 annually. --One Time Change-in-Use fee: $25 for residential businesses, and $100 for commercial businesses. Contractor registration will be $100 annually. --Camping Permit fees are yet to be determined. --Transfer of Development Right fees are yet to be determined. County Road Parking (Ordinance #21-01) Gilpin County Attorney Brad Benning presented the first reading of Ordinance #21-01 which grants power to the board to prohibit parking and impose fines for parking in violation of County ordinance. Vehicles parked on County roads or adjacent properties for an extended period are subject to being “Red Tagged.” If the vehicle is not removed after 24 hours, further action may follow. Exceptions to this ordinance are disabled vehicles due to mechanical malfunctions, weather related issues, and a temporary short-term special event such as a family get-together or community meeting. If after 24 hours the owner doesn’t contact the authorities, the vehicle may be considered abandoned and may be towed. Fines imposed by violations of this ordinance start at $25 for the first violation, $50 for the second, with subsequent violations reaching $100 per day. The Board approved the first reading of Ordinance #21-01 with a second reading to be presented on the next available agenda 10 days after official publication in the Weekly Register-Call. Legal - FAA Update Gilpin County Attorney Brad Benning updated the online audience on the pending litigation concerning the FAA Denver Metroplex. The County has asked the FAA to provide metrics and methodologies used to measure the effects of noise and pollution over the County. The County also requested the FAA provide additional consideration to historical sites such as those located within the County. Renaming the Rodeo Arena The Gilpin County Commissioners approved a request to rename the Community Center Arena to the “Allen Arena” in honor of firefighters and equestrians Cody and Shelby Allen. Gilpin Employee Handbook update County Part-Time and Temporary employees are now eligible for sick pay of one sick hour for every 30 hours worked up to 48 hours of sick leave per year. Meeting Minutes Gilpin County Board of County Commissioners approved the Meeting Minutes from the March 16, 2021 and the March 25, 2021 regular meetings.
