Black Hawk Council Meeting By Matthew Carter The Black Hawk City Council met in the Council Chambers for their regularly scheduled meeting on Wednesday, February 25th, 2015 at 3 p.m. In attendance were Mayor David Spellman, Aldermen Linda Armbright, Paul Bennett, Jim Johnson, Greg Moates, Hal Midcap, Benito Torres, City Attorney Corey Hoffman, and City Manager Jack Lewis. The minutes from the previous meeting were reviewed and were approved by all Council members with the exception of Alderman Midcap who voted to abstain. Citizen Gives Thanks to Public Works Tom Feeney appeared before the Black Hawk City Council to give his thanks for the city doing a great job in snow removal. He was very appreciative over the emphasis put onto clearing the walkways. He felt as a citizen, it was important to give the Council positive feedback. Boundary Line Agreement Approved Upon inspection of the boundary line between two properties located at 221 and 231 Gregory Street, it was revealed that the boundary line did not match the approved city maps. The Council voted on Resolution 18-2015 to adopt a change in the city maps to reflect the true boundary. “Door Boot” Presentation Sergeant Jantz from the Black Hawk Police Department led a presentation that introduced the City Council to the new “Door Boot.” Throughout the Police Department’s day-to-day business, a need arose to be able to secure a compact crime scene such as a hotel room. In the past, an officer would be assigned to secure the room through their presence alone. This was the only option available to the Police Department as simply locking the door would still give access to the property owners. In order to process the crime scene properly, the Colorado Bureau of Investigation would be scheduled to respond to the crime scene. This inter-agency function would not always happen immediately and sometimes would occur with days of delays. This facilitated a need for a third option. The Black Hawk Police Department with the cooperation of the Public Works Department developed a device that not only solves this issue, but it also will reduce labor cost and allow the Police Department to utilize its resources more efficiently. The device that was created which is being called the “Door Boot,” is a two-piece mechanism. One piece that is padded to prevent wear and tear on a door is slid underneath the bottom edge of the door. The door is then closed and a second piece is attached to the first piece and then slid into place depending on the size of the door. Two padlocks are then placed and locked to secure the device. Once secured, the “Door Boot” prevents the door from being opened and completely seals the room to ensure that a vital crime scene is undisturbed. Rock Mitigation on Highway 6 Now through March 2015 rockfall mitigation is occurring on US Hwy 6. There will be delays between mile markers 257 to 271 overnight Sunday through Friday between the hours of 10 p.m. to 8 a.m. (possibly later to clear all material from the roadway). Next Meeting The next regularly scheduled meeting for the Black Hawk City Council is Wednesday, March 11 th at 3 p.m. in the Council chambers located upstairs at 211 Church Street, Black Hawk.
