Central nixes new SOB rules,

plans to enforce current law

Central City council plans to inves-

tigate whether the new Rick’s Cabaret

and Steakhouse in Central City is

violating its existing Sexually Oriented

Business licensing regulations.

“I will die on this hill, although I

don’t want to,” said Central City Coun-

cilman Zane Plsek after the council

debated issues related to RCI Hospi-

tality Holdings’ Rick’s Cabaret and city

Sexually Oriented Businesses licensing

regulations on Tuesday night, Aug. 19.

Plsek, who became a councilman earli-

er this year, ran to help residents resist

opening a SOB in the heart of Central’s

Historic Downtown Gaming District.

The marathon council meeting,

including an executive session lasted

over 3.5 hours, wiggled, danced and

shook in multiple directions—like a

dancer at a strip club—before the al-

dermen saw motions fail amid protests

and support for the new cabaret and

steakhouse that opened at 130 Main

Street in late June.

The council, after the hour-long

executive session, returned to the

council chambers and voted unani-

mously to retain the services of special

counsel Scott Bergthold. His firm

represents municipalities nationwide

in fighting adult-oriented businesses

and authored the revised Central SOB

regulations, which the council’s 3-2

vote hours earlier shot down.

Councilman Chuck Spencer, who

voted against the updated regulation,

said that retaining Bergthold may cost

the city a substantial amount of money

to pursue potential violations at Rick’s.

“It feels like this is going to cost more.

However, we have rules and regula-

tions that can’t go unenforced.”

During the regular meeting, the

main questions weighing on the

session included: “Is Rick’s Cabaret a

nightclub or a strip club?” and “Are the

female dancers wearing latex coverings

over their breasts or not wearing any-

thing on their upper torsos?” An even
