Brewery and tasting room to open in mid-Gilpin County

Commissioners deal with County business By Randy Beaudette Gilpin County Board of Commissioners regular meeting got under way promptly at 9:00 a.m. on Tuesday on February 28, 2017 chaired by Commissioner Gail Watson, flanked by Commissioners Linda Isenhart and Ron Engels. Also present were County Manager Roger Baker, County Attorney Jim Petrock, and Deputy Clerk to the Board Sharon Cate. 2017 Vactor truck Lease Agreement Gilpin County Commissioners approved the Master Lease/ Purchase Agreement, Resolution 17-02 as presented by Gilpin County Finance Director Clorinda Smith. The agreement authorizes Gilpin County to lease a 2017 Vactor 2100 plus sewer truck for $413,430 for 49 months. The truck will be used for maintenance of drainage including culverts, catch basins and sediment ponds throughout the county. Clerk & Recorder’s Report Gilpin County Clerk & Recorder Coleen Stewart presented her monthly report to the Gilpin Commissioners. Ms. Stewart directed the Commissioner’s attention to the newly enacted Recording Surcharge and State Surcharge fees which collected almost $4,700 in January. In total the Clerk & Recorder’s office took in $157,730 in numerous fees and taxes last month. The same amount was dispersed out the various County and State agencies to achieve a zero balance. Intergovernmental Master Contract Gilpin Commissioners approved a 5 year Intergovernmental Contract with the Colorado Department of Public Health and Environment. The Master Contract provides a vehicle through which parties can enter into a simplified Task Order Contract for the purchase and delivery of health and environment services. Stipulate that the Contractor is an approved entity to perform certain activities for the State, and set forth the terms and conditions under which these activities shall be performed by the Contractor. Boundary Line Elimination County Planner Dan Horn presented a Boundary Line Elimination (BLE 16-11) for approval. The BLE was filed by owners Chadney and Jordan Blackburn for properties located in the Sunrise Heights Addition to Gilpin Gardens north of Colorado Sierra Alpha. Presently the land is vacant, but the owners wish to build a garage on the property sometime soon. The consolidation would form Lot 62A to establish an area of 1.65 acres. Gilpin Commissioners approved BLE 16-11. Board of Commissioner Appointments Gilpin County Commissioners appointed former Commissioner Buddy Schmalz to the Gilpin County Ambulance Authority Board as a citizen representative. Four other candidates applied for the position and all had extensive experience in EMS. Schmalz was appointed due to his history with the board. Historic Preservation Advisory Commission Member went to Bret Johnson. Johnson’s position as Board Chair expired December 31, 2016. It is unclear if Mr. Johnson will remain as Chair. The Local Government Limited Gaming Impact Advisory Committee Representative and the CDOT Transit Planning Grant Representative positions remain unfilled. Announcements for these positions will soon be posted in the Weekly Register-Call . Very Nice Brewing A Public Hearing was opened at 9:33 a.m. and Tony Petersen presented a Special Use Review (SUR) that would permit the Very Nice Brewing Company (VNBC) to construct a brewery and tap (tasting) room in Braecher Park. (SUR 16-04) Jeffery Green owner of VNBC currently has a smaller operation in Nederland and wishes to expand to mid-Gilpin County. Mr. Green made it clear that this is not a bar and will not sell any alcoholic products not manufactured by VNBC. The Brewery/Taproom is located near the County Transfer Station on Jankowski Drive. The Planning Commission review outlined several conditions which had been addressed from water usage and treatment, noise and light mitigation to disposal of spent grains. After a lengthy discussion, the Gilpin BOC approved SUR 16-04. The Public Hearing portion of the Commissioners meeting was closed at 10:35 a.m. County Manager’s Report It was announced at the Commissioner’s meeting, that County Manager Roger Baker is retiring effective April 25, 2017. The Commissioners voted and accepted Mr. Baker’s resignation and initiated the process to find another County Manager. County Manager Roger Baker presented his monthly report and noted that the Public Works Department was fully staffed from October 14 th to December 19 th in 2016 when they lost one employee, a Road and Bridge Worker. Since then two others announced their departure. With these departures and two injuries, Road and Bridge is shorthanded in the shop as well as in the field. Other items on the report, total trash fees collected and recycling revenue in 2016 totaled $208,000, which was $15,000 over 2015 year-end totals. It is interesting to note, that Gilpinites aren’t recycling as much in 2016. In 2015 the transfer station took in 406 tons of recyclables. In 2016 we recycled 376 tons. Approval of Meeting Minutes Gilpin County Commissioners approved meeting minutes from the February 14 th Regular Meeting and the February 23 Special Meeting. Public Comment Timberline Fire Chief Paul Ondr informed the Commissioners that the Timberline Board voted to hold a Public Hearing on April 4, 2017 that will initiate the inclusion process for properties located within Timberline’s boundary and properties in the South District. The Commissioners expressed interest in the process and pledged support for inclusion effort.
