Commissioners take care of Gilpin County business

Rec Center use, advanced drugs for inmates, Health Board appointments By Randy Beaudette A discussion concerning the jail population, member appointees to the Gilpin County Health Board, and some Park and Recreation items were a few of the highlights of the March 3, 2020 Gilpin County Board of County Commissioners (BoCC) regular meeting. Madam-Chair Gail Watson sounded the gavel promptly at 9:00 am to announce the meeting along with Commissioners Linda Isenhart and Ron Engels, County Attorney Brad Benning, County Manager Abel Montoya, and Deputy Clerk to the Board Sharon Cate. Metroplex update Madam Chair Gail Watson stated that she, County Manager Abel Montoya, and County Attorney Brad Benning met with our legislators K.C. Becker and Tammy Story and the FAA last Tuesday. The response from the FAA was they held on to the belief that they held a very robust public meeting program and they were not bothered by the fact that they didn’t hold a meeting in Gilpin County. Mr. Benning added that he is proceeding on drafting a petition for review to the FAA that is due on March 23 rd . Commissioner Engels added that this is a petition for review rather than the amicus brief that was discussed earlier because the proceedings that concern the residents around Centennial Airport are very different than those residents of Gilpin County. Donna Okray-Parmen approached the Board to express her gratitude to everybody for their hard work. Public Health Advisory Board Gilpin County Public Health Coordinator Bonnie Albrecht presented six applicants for the positions available on the Gilpin County Public Health Board. Of the highly qualified field of applicants, Gilpin County Commissioners appointed Jamie Fanselow as a Board member and Kara Campbell as the alternate. Public Trustee Report Gilpin County Public Trustee Mary Lorenz presented the third and fourth quarter payroll totaling $7,040.63. Ms. Lorenz issued two checks to the Gilpin County Board of Commissioners in the amount of $3,830.10 check #5233 dated January 14.,2020 and $3,038.88 check#5241 dated February 18,2020 both from the Operating Account for deposit to the Public Trustee Salary Fund in the County General to cover the third and fourth quarter payroll. The report showed a December 31, 2019 bank balance of $10,826 with $15,202 in income and $23,655 in disbursements to achieve a balance of $2.373. Gilpin County BoCC accepted the report with no corrections. Jail Population Discussion Gilpin County Sheriff Kevin Armstrong and Division Chief Sean Wheeler presented an informational discussion concerning an issue that came up due to recent Colorado legislation. The new legislation (HB20-1017) from the State requires expensive advanced drug treatment for inmates to be available at the local level. Issues connected with this new requirement include housing of the expensive drugs to treat the inmates, transportation to and from intervention program treatments, and the possibility of hiring full-time medical staff and caseworkers. The cost of this treatment program will be partially paid for by the State, but a large portion will be paid for by the County. Liquor Tasting Events Mid-County Liquors expanded the number of liquor events for 2020. Gilpin County Commissioners adjourned as the BoCC and convened as the Local Licensing Authority (LLA) at 9:42 am. Deputy Clerk Sharon Cate presented the application that will add twenty-two more liquor tastings to the already existing twenty-four that Mid-Mid County applied for earlier. Since then, the Commissioners expanded the total number of allowed tasting from twenty-six dates per year to fifty-two per year through the adoption of Resolution 20-01. Gilpin County Commissioners approved the application unanimously and reconvened as the Gilpin County BoCC at 9:45 am. Legal Report County Attorney Brad Benning reported that along with the Denver MetroPlex concerns, he has been looking into some policy changes for the Gilpin County Parks and Recreation Department. Mr. Benning has been working extensively on some legislative matters and zoning code violations. Eldorado Water proposal Staff Accountant Lorna Plamondon presented a follow-up on the proposal that concerns the manner in which Gilpin County purchases drinking water. Utilizing Eldorado Water for the county’s water vendor will save the County an estimated $4,400 a year. A new water filtration system will be installed at the Apex Station and at Road and Bridge where water sources are available. Parks and Recreation Report Gilpin County Parks and Recreation Director Kyle Benedict and Assistant Director Gabrielle Chisholm reported that resident check-in’s at the Community Center increased to 3,205 visits in January 2020 as compared to 3,101 in January 2019. Unique resident visits remained consistent at about 800 for both years. Also in the report, Gilpin Mountain Backpack Program and Community Center Pantry is now fully stocked and operating a pickup location at the Community Center. Through donations from the public and a partnership with the Food Bank of the Rockies, backpacks and pantry items are available to anyone in need, though targeted towards families with children and teens who participate in the TASP program. Comprehensive Land Use Plan Kick-off Representatives from DJT Design presented an informational session to the Commissioners that will officially kick-off the development of the County’s Comprehensive Land Use Plan. At the February 4 meeting, the commissioners approved a contract with DJT Design Inc. for the development of an integrated Comprehensive Plan for the County. There are multiple phases and tasks of this project that will need to be accomplished, including four public input meetings, before the Comprehensive Land Use plan is implemented. Comprehensive planning is a process that determines the County’s goals and aspirations in terms of community development. The result is called a comprehensive plan that outlines and regulates public policies on transportation, utilities, land use, recreation, and housing. Comprehensive plans typically encompass large geographical areas, a broad range of topics, and will cover long-term projects. Total compensation to DJT Design will be no more than $425,810 for two years with the majority of the costs being absorbed by the awarding of multiple grants. Meeting Minutes Gilpin County Commissioners approved the meeting minutes from their February 4, 2020 regular meeting and the February 14, 2020 special meeting with some approved corrections. Notice of Public Meetings A BoCC Work Session will be held on March 12 at 9:00 am at the Gilpin County Courthouse, 203 Eureka St Central City. Executive Session Gilpin County Commissioners moved to adjourn into Executive Session to confer with an attorney for the purpose of receiving legal advice on specific legal questions.
