Gilpin Commissioners extend Emergency Declaration

No confirmed cases of COVID-19 in Gilpin County - March 24th By Randy Beaudette An online special meeting of the Gilpin County Board of County Commissioners (BoCC) was held on Tuesday March 24, 2020 with topics again revolved around the COVID-19 outbreak and a discussion concerning delinquent interest on property taxes. Madam Chair Gail Watson along with Commissioners Ron Engels and Linda Isenhart called the meeting to order at 9:00 am that also included online; County Manager Abel Montoya, County Attorney Brad Benning, Sheriff Kevin Armstrong, and Deputy Clerk Sharon Cate. Emergency Declaration Extension Gilpin County Commissioners approved to extend the current Emergency Declaration through April 3. 2020. The Emergency Declaration is a precautionary closure of the County offices. The BoCC will evaluate the closure before it expires and make adjustments as necessary. Please note that there are no confirmed cases of COVID-19 in Gilpin County at this time. In addition, the Board approved an emergency declaration that opens up the possibility for reimbursement from the State/Federal Government due to potential costs associated with COVID-19. Rodeo Riders Safety and Event Postponement Parks and Recreation Director Kyle Benedict initiated a discussion concerning the safety of Rodeo riders at the Gilpin County Fair. Mr. Benedict stated that he spoke with the rodeo organizer and he made it clear that the organizer will not require participants to wear safety equipment such as helmets and chest protection. The Commissioners all agreed that protection for riders is important for safety and they agreed to revisit this topic later to understand the subject thoroughly. Rescheduling of major events was another topic of discussion. The County Commissioners agreed to postpone the annual High Country Flea Market and County Fair until August. Summer Day Camp is still in the planning stages and expected to occur as scheduled starting June 2. However, this is subject to change due to the COVID-19 outbreak. Delinquent Property Tax Interest Waived Gilpin County Treasurer Mary Lorenz announced that by the order of Governor Polis, the interest for County property taxes will be waived for thirty days for the first half of 2020 only. The catch is that the taxes have to paid by mail or dropped off in order to waive that interest. The online system does not allow the interest to be waived. Approval of Meeting Minutes The Gilpin County BoCC approved the meeting minutes from the February 18,2020, March 3, 2020, and March 17, 2020 meetings with some corrections. Executive Session The Gilpin County Commissioners moved to recess into Executive Session per C.R.S. 24-6-402 (4) (a) to discuss the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest; and C.R.S. 24-6-402 (4) (b) to confer with an attorney for the local public body for the purposes of receiving legal advice on specific legal questions; and C.R.S. 24-6-402 (4) e) Determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators. Proposed Land Annexation Gilpin County Commissioners approved the consent agreement that will allow the City of Black Hawk to annex land for the Lake Gulch Whiskey Resort property pending the agreements on the term sheet. The Requested Annexation of Parcels of Unincorporated Territory Located in the County of Gilpin (Lake Gulch Whiskey Resort Annexations). A Resolution (Resolution 10-2020) was approved by Black Hawk City Council on February 12, 2020 accepting the petitions for annexation and establishing March 25, 2020, as the date of the public hearing on the requested annexation of parcels of unincorporated territory located in the County of Gilpin (Lake Gulch Whiskey Resort annexations). Small Business Administration (SBA) Loans Commissioner Ron Engels informed the Board and those attending online that he found out the SBA loans does not apply to casinos of any size. Commissioner Engels drafted a letter to the SBA requesting that the prohibition be lifted to those casinos that fall under definition of a small business. Commissioner Watson requested an addition to the letter that requests a reduction in interest be implemented during the COVID-19 outbreak to assist in small businesses in recovery. Commissioner Engels added that Clear Creek Economic Development also has loans available for small businesses in need. The Commissioners all agreed that the correspondence with the SBA be sent as soon as possible.
