Commissioners discuss fire ban and Hot Rod Hill Climb By Randy Beaudette On July 14, 2020 Gilpin Board of County Commissioners (BoCC) held a regular online meeting that discussed topics such as a mask mandate, Stage 2 Fire Ban, a discussion concerning the likely cancellation of the Hot Rod Hill Climb, and many other interesting discussions. Board-Chair Gail Watson opened up the meeting at 9:00 am along with Commissioners Ron Engels and Linda Isenhart. Also online were County Manager Abel Montoya, County Attorney Brad Benning, Deputy Clerk Sharon Cate and members from the Senior Leadership Team who joined in as needed. Public Comment Planning Commission president Laura Jeney followed up on the Corona Heights Subdivision confusion and asked if there is a process to remove the Geographic Information System (GIS) overlays from the County maps? Commissioner Watson admitted that the Board has always been aware that there is a lot of issues with the GIS maps in the County and there is a disclaimer that states that you can’t count on it to tell where property really is, the property description will provide accurate information whether the property is in a subdivision or not. This issue will be passed on to Community Development for further clarification. COVID-19 Update Emergency Operations Center (EOC) Manager Nathan Whittington provided a status update on the activities in the EOC. Along with Public Health, the EOC has been working on the framework that will allow Gilpin County to apply for the “Protect Our Neighbors” status which according to the CDPHE website will allow communities that meet certain criteria have less stringent restrictions than under “Stay at Home” and “Safer at Home.” Strong local public health and health care systems are key to reopening the economy. Different communities will be at different phases, based on local conditions and capabilities. The preliminary phase of second wave response plan is also currently underway in corporation with Gilpin County Public Health, CDPHE, and FEMA. Public Health Coordinator Bonnie Albrecht informed participants online there on still only eight cases of COVID in Gilpin County and testing will continue. So far, the County testing effort has not yielded any positive cases. Ms. Albrecht also added that after conversing with the County’s Physician Advisor, Public Health has decided to not apply for the “Protect Our Neighbors” program until additional case data collected and analyzed. Update on the Elephant Butte Fire near Evergreen Emergency Operations Center Manager Nathan Whittington also provided a status update on the Elephant Butte Fire burning on the Jefferson-Clear Creek County line near Evergreen. Gilpin County Animal Rescue Team (GCART) has been notified by Clear Creek OEM to standby if needed to assist in livestock and animal evacuations and possible sheltering. Timberline Fire, Central City Fire, and Black Hawk Fire were asked to status their equipment. Two type 6 brush trucks along with crews are available if needed to assist with the control and suppression of that active incident. The EOC will continue to monitor conditions and efforts throughout the duration of the event. BOARD OF HEALTH Table Games Variance A review of the Table Game Variance Request requirements was reviewed prior to submission to the Colorado Department of Public Health and Environment (CDPHE) for approval. The suppression plan includes the usual required social distancing, the wearing of masks, only the dealer touches the cards if practical, hand sanitizer will be available and must be used often by the players and the dealer. Blackjack and poker are limited to three players per table, roulette is limited to four players, and craps is limited to six players. Gilpin County Board of Health approved the variance request application unanimously. Requiring Masks in Public (Public Health Order #20-10) Gilpin County Board of Health approved PHO #20-10 titled Facial Masks or Other Facial Coverings Requirements. Individual must wear a Face Covering that covers the nose and mouth whenever the individual enters: (1) indoor areas open to the general public. (2) indoor non-public or private areas where at least 6 feet of separation cannot be maintained among all individuals. (3) outdoors whenever at least 6 feet of separation cannot be maintained among individuals. Face coverings are not required for Any person whose health would be endangered by wearing a Face Covering Children under three due to risk of suffocation Individual consuming food or beverages indoors or outdoors where at least 6 feet of separation can be maintained. Hot Rod Hill Climb Organizers for the Hot Rod Hill Climb event scheduled for September has contacted and is working with Public Health to establish a status for the very popular event. Commissioner Engels led the discussion stating that if the County would like to submit a variance for the race, now is the time to do so. Normally the Hill Climb attracts about 2,500 folks and 250 cars from around the world to Central City for the three- day event. The Commissioners all agree that currently the County is not prepared for a large event nor are they are interested hosting such an event that has the potential to contribute in a spike of cases in the region. Stage 1 Fire Ban Terminated Gilpin County Board of Health terminated Public Health Order #20-02 concerning the Temporary Stage 1 Fire Restrictions. Stage 2 Fire Ban Restrictions Gilpin County Commissioners approved a ratification of the Stage 2 Fire Ban as presented by Gilpin County Sheriff Kevin Armstrong. There is NO OPEN BURNING of any kind anywhere in Gilpin County. This includes recreational fires, bon-fires, slash piles, charcoal grills, and agriculture burning regardless of location. ONLY Liquid gas or propane fueled cooking stoves will be allowed for outdoor use. No smoking, except within an enclosed vehicle or building No shooting or discharging firearms for recreational purposes on public or private land except for hunting with a current hunting license. No explosive material; i.e. fireworks, blasting caps, or any incendiary device which may result in the ignition of flammable material. No operating an acetylene torch or similar torch with an open flame, except in enclosed areas. No operating or using any internal combustion engine; i.e., chainsaw without a USDA or SAE approved spark arrester device properly installed, maintained and in effective working order. A chemical pressurized fire extinguisher of not less than 8 ounces capacity by weight must be kept with the operator and at least one round point shovel with an overall length of at least 36 inches must be readily available for use. Cost Allocation Plan MGT Consulting Group Financial Services Analyst Ellie Hennes presented the 2021 Cost allocation Plan to the Commissioners. The purpose of the plan is to identify indirect costs in order to get reimbursement from the State for Human Services. The completed 2021 Plan is based on information from the 2019 actual expenditures. Other than these variances, there were not a lot of any other changes to the 2021 plan. Based on the information in Plan, Colorado will provide a 32% reimbursement for Human Services that will total $41,000 for indirect costs. Legal Report Gilpin County Attorney Brad Benning reported that the FAA metroplex matter that Gilpin County is involved in is progressing and a briefing schedule should be available to the Attorney’s Office on Monday July 20 th . Ongoing conversations with representatives from other filing jurisdictions about organizing briefings and petition review has yielded some progress and the case is moving forward through the court system. County Manager’s Report Gilpin County Manager Abel Montoya reported that the first online Zoom meeting concerning the future of the Community Center was held last week which was well attended, and it was established to schedule the meetings every other Wednesday at 6:00 pm, starting on July 22. Gilpin County Administrator Jamie Tirado introduced a new online system where residents can file zoning complaints, review their current status, and review the zoning complaint resolutions. Analysis of past cases from January 2018 to June 2020 revealed that 128 cases were filed with 88 cases closed. Classes of zoning complaints include: Building without a permit (BWOP), Vehicular, Camping Unsafe Structures and Trash. Most complaints close with just a warning indicating that Gilpin residents want to be in compliance with the various zoning codes. For more info visit www.co.gilpin.co.us. Meeting Minutes Gilpin County Commissioners approve meeting minutes from the June 30 and July 7, 2020 meetings. Together we can care for each other and make sure no one falls between the cracks of racism, hatefulness, and neglect.
