Commissioners approve sale of mining property

Gilpin only has 16 cases of Coronavirus – state and county mask order extended By Randy Beaudette During an unusual Thursday meeting on August 6, 2020, Gilpin Board of County Commissioners (BoCC) held an online meeting that featured topics of two grant requests, an agreement that will assist Gilpin residents seek gainful employment, and a possible land deal with Proximo Distilleries. Board-Chair Gail Watson opened up the meeting at 9:00 am along with Commissioners Ron Engels and Linda Isenhart. Also online were County Attorney Brad Benning, Deputy Clerk Sharon Cate, and members from the Senior Leadership Team who joined in as needed. County Manager Abel Montoya was absent. COVID-19 Update Gilpin County Public Health Coordinator Bonnie Albrecht announced that Gilpin County still only has sixteen cases even with the increase in testing. The Public Health Office tested twenty-seven residents on August 4, the most recent testing day, with results being processed and returned within 48 hours after testing. Later Ms. Albrecht was pleased to announce that all the tests from August 4 th were negative. Board of Health Gilpin County Attorney Brad Benning presented an indefinite extension of Gilpin County Public Health Order #20-11, which is the Order adopting the State Mask Order requiring folks to mask up while entering a business or public enclosed space. Commissioner Engels expressed his opposition to the indefinite extension stating, “We’re doing what the State is doing and it’s our order and we have the additional penalties.” The Commissioners agreed that no change to PHO #20-11 is needed and that the County will follow the State’s mandated mask requirements. GOCO Resilient Communities Grant Application Colorado State University Extension Agent Jennifer Cook and Business Analyst Gabrielle Chisholm presented an application for the Great Outdoors Colorado (GOCO) Resilient Communities Grant to fund one-time, immediate needs or opportunities that have emerged in direct response to the COVID-19 pandemic. The grant application requires that all applicants adhere to the context of GOCO’s mission and five program values: resource conservation, outdoor stewardship, community vitality, equitable access, and youth connections. The County is requesting that GOCO provide interim funds centered around outdoor activities associated with the Community Center complex. Justification for the outdoor recreation grant ranged from paying for COVID related maintenance and upgrades to providing additional Port-a-Potties within the complex. A motion to submit the application for the GOCO grant was approved unanimously with minor modifications. Rural Economic Development Initiative Grant Application The Rural Economic Development Initiative (REDI) Grant administered through Department of Local Affairs (DOLA) will allow the Eagles Nest Early Learning Center to retain employees through the recent downturn in County revenues. As the casinos reopen, the demand for childcare will continue to increase. Eagle’s Nest is not a recognized entity to apply however, so the application must go through the County as a fiscal agent similar to the Gaming Impact grant. The grant application is for $91,250 and must be submitted before August 10, 2020 to be considered. A motion to approve the REDI grant application passed unanimously. Tri-County Workforce Innovation and Opportunity Act Agreement Gilpin County Human Services Director Laura Solomon presented an Inter-Governmental Agreement (IGA) with Tri-County Workforce that will allow Gilpin, Clear Creek, and Jefferson County residents to take advantage of the services that Tri-County offers. The Workforce Innovation and Opportunity Act (WIOA) of 2014 was designed to increase access to, and opportunities for, the employment, education, training, and support services that individuals need to succeed in the labor market. Gilpin County Commission approved the Tri-County Workforce Innovation and Opportunity Act Agreement unanimously. Legal Report County Attorney Bradford Benning explained that pending talks are underway concerning the potential sale of the Black Diamond Mining Claim property that was acquired in 1974 through a Quitclaim Deed. Proximo Distilleries expressed some interest in buying the land which is near the proposed Lake Gulch/ Whiskey Resort project. Gilpin County priced the property at $45,960 or $12,000 per acre. Gilpin County Commissioners approved the sale of the property pending the finalizing of an IGA with the City of Black Hawk. Meeting Minutes Gilpin County Commissioners approve the Meeting Minutes from the June 29, July 24, July 28, and July 29, 2020 regular and special meetings. Executive Session A motion was passed for the County Commissioners to adjourn to Executive Session for a conference with the County Attorney for the purpose of receiving legal advice on specific legal questions.
