Deputy City Clerk Michele Martin rang the historic bell to signify the start of another session the Black Hawk City Council. The regular meeting was called to order by Mayor David Spellman on Wednesday, February 22, 2017 at 3:00 p.m. followed by the recitation of The Pledge of Allegiance.
