Black Hawk upgrades to 800 MHz radio equipment

Improved Police, Fire, and Public Works emergency services with Gilpin Sheriff and Clear Creek Sheriff By Randy Beaudette A discussion on the Black Hawk sign code and the purchase of new Kenwood Radios and pack sets for the Black Hawk Police Department highlighted the abbreviated City Council meeting held on October 23, 2019. Following a 2:00 p.m. Work Session on the 2020 City Budget, the regular meeting was opened up promptly at 2:44 p.m. Mayor Spellman called the Black Hawk City Council to order followed by Roll Call, then led in the Pledge of Allegiance. Council members that were present: Aldermen Linda Armbright, Paul Bennett, Jim Johnson, Hal Midcap, Greg Moates, and Benito Torres. Also present were City Attorney Corey Hoffmann, City Manager Stephen Cole, Police Chief Kenneth, Fire Chief Christopher Woolley, City Clerk/ Administrative Services Director Melissa Greiner, Public Works Director Tom Isbester, Finance Director Lance Hillis, Planning and Development Director Cindy Linker, and Deputy City Clerk, Michele Martin City Attorney Hoffmann asked Council to declare any Conflicts of Interest on any issue appearing on the agenda other that than those already disclosed and filed with the City Clerk and Secretary of State. There were no objections from the City Council or from the attendees in the chambers. APPROVAL OF MINUTES Black Hawk Aldermen approved the meeting minutes form the October 9, 2019 Regular Meeting with no changes or amendments. Sign Code Amendment (Council Bill 23/Ordinance 2019-23) City Council voted a continuance on an amendment to the Black Hawk Municipal Code Chapter 15 regarding the Sign Code. Police Radio and Hand Pack Purchase (Resolution 74-2019) Black Hawk Aldermen approved Resolution 74-2019 accepting the Bid from Triple C Communications for the purchase of Kenwood mobile and pack set radios in an amount not to exceed $136,982. Purchase includes 700/800 MHz Digital Radios for the City of Black Hawk Police Department, Fire Department, and Public Works to upgrade the radio communications system radio consoles in the communications center to 800 MHZ (DTRS). The City of Black Hawk in conjunction with Clear Creek County Sheriff’s Department and the Gilpin County Sheriff’s has shared the same radio system LCORE for over a decade on a VHF radio system. With the aging system and increased cost to the radio maintenance, the city is migrating to the State of Colorado’s DTRS system, also known as 800MHZ radios. The DTRS system will have lower annual maintenance costs and will allow interoperability with many law, fire and emergency services throughout the state. The City will transition to the DTRS system at the same time as Gilpin and Clear Creek County Sheriff’s Departments do in March 2020. As part of the transition, the City’s communication equipment must be upgraded to 800MHz radio equipment. City staff received quotes for 47 portable radios and 65 mobile radios from three qualified vendors. Triple C Communications bid for Kenwood radios at a cost of $136.982, Complete Wireless Technologies bid Harris radios at a cost of $210.967 and Motorola Solutions bid Motorola radios at $228,731. All three radios, Kenwood, Harris, and Motorola all meet required specifications for the City of Black Hawk and the DTRs radio system. City Attorney Report Black Hawk City Attorney Corey Hoffmann recommended that City Council make a motion to adjourn to Executive Session per CRS 24-402(4) (b) Conferences with an attorney for the local public body for the purposes of receiving legal advice on specific legal questions and CRS 24-402(4)(e) Determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators. Next Meeting Next Black Hawk City Council meeting will be conducted November 13, 2019 at 3:00 p.m. at 211 Church Street, Black Hawk, Colorado.
