Gilpin Commissioners approve new contracts

For Human Services Attorney, HR & Finance, and Fair By Randy Beaudette The Gilpin County Board of Commissioners Madam Chair Linda Isenhart, Gail Watson, and Ron Engels faced off with a full and varied agenda for the regular Commissioners meeting that took place on Tuesday, April 9, 2019 at the Gilpin County Courthouse. To assist with the tasks at hand were County Attorney Brad Benning, County Manager Abel Montoya, and Deputy Clerk to the Board Sharon Cate. Agenda Review Deputy Clerk Sharon Cate requested an addition to the Commissioner’s Status Report of discussing the status of the Colorado Opportunity Scholarship Initiative (COSI). Public Comment Gilpin County Sheriff Kevin Armstrong introduced Nathen Whittington as the new Gilpin County Emergency Preparedness Director. National Healthcare Decision Day Gilpin County Coroner Zane Laubhan along with Sheriff Armstrong and Gilpin County Human Services Director Sherrin Ashcroft presented a proclamation declaring April 16, 2019 as National Healthcare Decision day. The initiative is to raise awareness for the need to plan ahead for healthcare decisions, relating to end of life care and medical decisions-making whenever patients are unable to speak for themselves. Mr. Laubhan explained that lack of these decisions, not only affects the family; they also affect first responders and county officials as well. Gilpin County Commissioners approved the Proclamation unanimously. For more information go to: https://colorado.gov/pacific/cdphe/cpr-directive-information-colorado-citizens and https://www.donatelifecolorado.org Human Services Attorney Gilpin County Human Services Director Sherrin Ashcroft presented an Agreement for Special Attorney. The Agreement is between Gilpin County Human Services and Jeffrey Timlin, Attorney at Law. The Special County Attorney is designated for the purpose of representing Human Services in all proceedings under the Colorado Children’s Code and works under the immediate direction of the Human Services Director. The term of the agreement is from the day of approval to January 2020. Renewal is contingent upon continued funding. Gilpin County Commissioners approved the agreement pending changes. Treasurer’s Report Gilpin County Treasurer Mary Lorenz presented the February 2019 Monthly Report to the Commissioners. The Monthly Report shows once again that the amount of Property Taxes collected so far this year is almost 10 % higher than last year, with a Grand Total of $18.4 million dollars for 2019, which is $387,000 over the 2018 Grand Total. Staffing Proposal Gilpin County Human Resources Director Susie Allen and Finance Director Clorinda Smith presented a proposal to add one Full-Time Employee (FTE) to Finance and Human Resources. The new employee would be shared between the two departments spending 50% of their time in each of the two positions. This would add a half-person FTE to each of the Department’s staff. The addition to the staff would allow the Directors of the shared departments to provide leadership, work on long-term strategic planning, and to oversee projects identified in the Strategic Plan Summit. The new position will be restructured as pay grade 80 in the County’s compensation structure with benefits. Gilpin County Commissioners approved the new position to be posted as soon as possible. County Fair Contracts Gilpin County Fair Coordinator Heather Pearce presented various contracts pertaining to the Gilpin County Fair. The Associated agencies are: YES: Air Rentals, Big Air Jumpers, Gilpin County School International School Group, Diamond SR Carriage, Gilpin County School Class of 2023, Tani Korb, Fusion Talent Group, J&B Family Affair, Heather Albrecht, JD Ford, Jennifer Hartman, and Gilpin County Boosters Club. All of the groups have been researched, including costs and most have served as vendors in years past. Gilpin County Commissioners approved the contracts and appointed Heather Pearce to act as a representative for the County for contracts up to $10,500. 2019 Operating Plan Gilpin County Emergency Preparedness Director Nathan Whittington presented the 2019 Gilpin County Operating Plan to the Commissioners. The plan contains Preparedness, Operations, and Interagency Cooperation in preparation of a large scale emergency event. The plan is very much like the 2018 plan with the exception of a few updates of contact numbers, web sites, and name changes to align with Department of Fire Prevention and Control (DFPC) standards. Gilpin County Commissioners approved the 2019 Gilpin County Operating Plan unanimously. Parks and Recreation (P&R) Vehicle Purchase Gilpin County Parks and Recreation Director Kyle Benedict presented the Parks and Recreation Transportation Selection to the Commissioners. The 2019 budget allowed $60,000 for the purchase of a new transportation vehicle. Mr. Benedict located two vehicles that are $2,000 under the allowed budget. Staff recommended the purchase of a 2017 Ford Transit van and a 2011 Ford E-150XL with all-wheel drive and is compliant with The Americans with Disabilities Act (ADA) that features a wheel chair lift. The Commissioners were please with Mr. Benedict’s feedback and approved the purchase of these two vehicles for $58,000. Legal Status Report Gilpin County Attorney Brad Benning informed the Commissioners that several resident’s tax appeals have been dismissed by the Board of Tax Appeals. Commissioner Watson added “…so get ready for some angry phone calls.” County Manager’s Report Gilpin County Manager Abel Montoya reported the he is planning a meeting with the Senior Leadership Team (SLT) to share the importance of the department and office monthly reports to the Commissioners. Mr. Montoya stated he wants to improve the format and content of the reports. The SLT will receive an information packet that will assist in producing a report that is understandable and readable. County Manager Montoya is also working on a format for a newsletter for County Employees to keep employees informed and up-to-date. Notice of Public Meetings --Quality of Life Survey and Strategic Plan review meeting on Monday April 15 3:00-5:00 p.m. in the Commissioner’s Room. --Legislative Town hall meeting with K.C. Becker and Tami Story on Monday, April 15, 7:00 -8:00 p.m. at the Community Center. Colorado Opportunity Scholarship Initiative (COSI) (Resolution #19-05) Recently the Colorado Department of Higher Education asked if Colorado Mountain College would be willing to sponsor Gilpin County residents by way of the Colorado Opportunity Scholarship Initiative (COSI). The COSI Program requires that counties authorize fiscal agents by way of a resolution. Colorado Mountain College (CMC) Runs the COSI scholarship programs in Summit, Lake, Chaffee, Jackson Eagle, Grand, Routt, Garfield, and Pitkin Counties. The State has asked CMC to support students from Gilpin County in 2019-2020 as other colleges are not in a position to support the County. CMC is willing to do this, but first they need Gilpin County Commissioners to pass a Resolution authorizing CMC to withdraw funds on behalf of the residents of Gilpin County. On March 19, 2019 Gilpin County Commissioners made a motion to table Resolution #19-05 to obtain additional information on the program. For whatever reason, the information was not obtained and the Commissioners decided to pass on the opportunity. Approval of Minutes The Gilpin County Commissioners approved the minutes from the March 19, 2019 meeting with changes. Executive Session Gilpin County Commissioners adjourned into executive Session at 10:58 a.m. per C.R.S. 24-6-402 (4)(a) regarding the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest. C.R.S. 24-6-402 (4) (e) Determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators. C.R.S. 24-6-402 (4) (f) (I) Personnel matters except if the employee who is the subject of the session has requested an open meeting, or if the personnel matter involves more than one employee, all of the employees have requested an open meeting. Next Meeting The next Gilpin County Commissioners regular meeting will be April 23 at 9:00 a.m. at the Gilpin County Courthouse, second floor, at 203 Eureka St. Central City, Colorado.
