Gilpin Commissioners discuss County goals

Including better cell phone and internet service By Staci McBrayer The Gilpin County Board of County Commissioners met on Tuesday, October 7th, 2014 at the Gilpin County Courthouse. Commissioner Buddy Schmalz, Commissioner Connie McLain, and Commissioner Gail Watson were in attendance along with County Manager Roger Baker and County Attorney Jim Petrock. Correction Deed Community Development Director Tony Petersen presented the Commissioners with a Correction Deed pertaining to 0.45 acres of land at mile marker one of Hwy 119. The Commissioners approved a subdivision exemption in 1994 that created a parcel of land containing constructed wetlands meant to mitigate wetland losses associated with the construction of the Isle of Capri Casino. As part of the Isle’s 404 permitting agreement with the Army Corp of Engineers, a covenant was placed on the created wetland parcel prohibiting it from any future development. Due to a recent sale of the adjoining parcel, an error was discovered in the legal description of the wetland parcel. A standard correction deed would correction the issue, however, it would change the legal description of the wetland parcel. It is also possible that the constructed wetland could lose its covenant protection because the existing covenant would now refer to a newly described parcel than what was originally approved. In order to address these issues, the County has determined that the best course of action was to reapprove SBE 94-02 with the correct legal description. 2015 Goals Commissioners discussed 2015 County Goals. Each goal was drafted with the County employees who would be responsible for implementing the goal, estimated funding amounts, and achievements reached to date regarding each. Commissioner Watson added these additions were made to “Create County goals that have some teeth.” Goals discussed were: --Aggressively explore additional cell phone and broadband service opportunities. --Develop maintenance and replacement plans for buildings, equipment, computers, vehicles and election equipment. --Determine best delivery of Public health services as statutorily required. Update community health assessment/plan which is currently out of date. --Explore options for primary health care delivery to residents. --Support Emergency Management and work on subdivision evacuation plans. --Explore alternative energy options including solar, wind and hybrid vehicles. Work to reduce the county’s carbon footprint and support recycling and composting. --Consider acquiring lands for open space from either the Tolls, Frog Ponds, or Missouri Falls. --Revenue Protection & Generation. --Continue Boundary Line Eliminations. --Encourage fire mitigation on USFS and State Park lands and promote fire mitigation activities on private land using the Community Wildfire Protection Plan as a guide. Continue free slash pile drop off. --Continue collaboration with USFS and DPW on shooting range site. --Consider free road base program for non-County maintained roads. --Explore funding opportunities for affordable senior housing. --Encourage historic preservation throughout the county including the East Portal Work Camps, Nevadaville, Masonic Lodge and Rollins Pass. --Maintain TABOR reserve, cash flow reserve and emergency fund, and add $100,000 annually. --Continue Commissioners discussions at the Community Center on the 4th Tuesday of each month at 6:30 p.m. --Apply for grants to benefit the County from all sources. --Continue support of county non-profits and events that enhance the quality of life. --Self-funding the County’s employee health care in an effort to reduce health care costs. County Manager’s Report County Manager Roger Baker reported to the Commissioner that County Jail inmate growth rate seems to have leveled out. The Gilpin County Jail has seen steady increases in inmates since the onset of gaming. The total inmates booked for September was 88, of which 68 were gaming related. Only seven of the bookings were for residents. So far this year, the jail has seen an average of 83.38 bookings per month with an average of 76.71% of those being gaming related.
