Quarry Fees to benefit Historic Preservation and Open Space By Randy Beaudette The Gilpin County Board of County Commissioners (BOCC) called their Regular meeting to order at 9:05 a.m. on Wednesday May 7, 2019 at the Historic Gilpin County Courthouse. Present at the meeting; Commissioner Chair Linda Isenhart with Commissioners Ron Engels and Gail Watson. Also present were County Manager Abel Montoya, County Attorney Jim Petrock, and Deputy Clerk to the Board Sharon Cate. Agenda Changes Commissioner Watson requested to add two items to the Commissioners report: A discussion item about the money received from the Frei Quarry that is currently dedicated to Open Space, and a conversation about the Commissioners meetings this summer. 911 Intergovernmental Agreement (IGA) Amendment Former 911 Coordinator Vicki Nemec and current 911 Coordinator Lyssa Gray presented an amendment to the 911 Authority Board IGA that would change the payment approval process. The amendment would eliminate the two signature requirement on checks written through the County Treasurer. Vouchers and Drafts will still require two signatures. Gilpin County Board of Commissioners postponed approval due to confusing wording. Parking Lot Leases Gilpin County Commissioners approved two parking lot leases between Gilpin County and the Central City Opera Association. For the Courthouse parking lot, the Opera Association will lease that lot from Gilpin County during off hours. For the Teller House Lot, Gilpin County will lease that lot from the Opera Association as an overflow lot for the Courthouse. The Courthouse lease is only effective during the 2019 Opera season whereas the Teller House lease is effective from August 13, 2019 to June 1, 2020. Gaming Impact Grant Priorities The DOLA Gaming Impact Grant provides financial assistance to eligible local governments affected by the gaming industry. Gaming impact categories include: Emergency Medical Services, Jails, Human Services, Law Enforcement, and Legal Judicial. Gilpin County Commissioners establish a priority ranking for the various departments. Gilpin County Commissioners approved the following ranking from highest priority to lowest: Gilpin County Sheriff’s Office-Detentions, Gilpin County Sheriff’s Office-Patrol, Gilpin County Ambulance Authority, Gilpin County Victim’s Services, Eagles Nest Early Learning Center, Jefferson Center for Mental Health, and First Judicial District, DA. Public Hearing Gilpin County Commissioners recessed as the BOCC and reconvened as the Local Liquor Licensing Authority (LLA) at 9:48 a.m. Deputy Clerk Sharon Cate presented a Special Event Liquor Permit for the Gilpin County Fair. The License is only in effect during certain hours on July 12 thru July 14, 2019 and alcohol will only be permitted in the Grand Stands, the area behind the Grand Stands, and the open area of the Fairgrounds. Gilpin County LLA approved the limited license unanimously. The Commissioners reconvened as the BOCC at 9:55 a.m. County Manager’s Report County Manager Abel Montoya reported that County residents will soon receive postcards with information concerning participation in the Gilpin County Quality of Life Survey. Residents can complete the survey online or questionnaires will be available at various county offices. The deadline for the survey is June 7, 2019. Commissioners Public Meetings Gilpin County Commissioners will hold a series of Summer Meetings at various locations throughout the County. Watch for specific times and for any changes in these dates or locations. --Wednesday, June 19 at Wondervu --Wednesday, July 17 at the Rollinsville Road and Bridge Shop --Wednesday, August 21 at the Community Center --Tuesday September 17 at the Gilpin County Courthouse. Quarry Fee for Open Space Commissioner Watson requested that the BOCC review the Special Use Permit (SUR 86-03) that approved the Albert Frei & Sons/ Walstrum Quarry located off of Highway 6. The Resolution includes a 5 cent per cubic yard fee to Gilpin County for the purposes of Open Space Preservation as mitigation of potential wildlife habitat impacts. Commissioner Watson’s proposal is to add Historic Preservation to the Open Space Preservation statement. Gilpin County Commissioners agreed to amend the SUR sometime in the near future. Approval of Minutes Gilpin County Commissioners approved the Regular Meeting Minutes from the April 23, 2019 meeting with corrections. Executive Session Gilpin County Commissioners recessed into Executive Session to determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators and to receive legal advice. Next Meeting The next Gilpin County Commissioners regular meeting will be May 21, 2019 at 9:00 a.m. at the Gilpin County Courthouse at 203 Eureka St. Central City, Colorado.
