Gilpin County roads closed to non-residents

Commissioners approve $1.2 million for Health & Human Services building rehab By Randy Beaudette On April 16, 2020 the Gilpin Board of County Commissioners (BoCC) held a special online meeting to discuss topics such as a motion to close of all County roads to non-residents, and a change order request to the Public Health/ Human Services building contract. Madam Chair Gail Watson opened up the meeting at 9:00 am along with Commissioners Ron Engels and Linda Isenhart. Also present online were County Manager Abel Montoya, County Attorney Brad Benning, and Deputy Clerk Sharon Cates. Others from the Senior Leadership Team joined in as needed. COVID-19 Update Emergency Manager Nathan Whittington informed the Commissioners that the Emergency Operations Center (EOC) remains at level 3 performing situational monitoring and trying to keep ahead of the guidance put out by FEMA and the Colorado Department of Public Health and Environment. EOC is also looking into future planning taking place for the FEMA post event assistance plan for short, mid, and long-term recovery goals and objectives. The latest numbers from the Colorado COVID 19 information shows that as of April 15 there is a downward trend in reported new case numbers and an increase in discharged/ transferred patients from area hospitals. Residents are being encouraged to maintain social distancing and wear mouth and nose covering while out in public. Gilpin County Road Closures The Gilpin County Board of Health unanimously passed Health Order #20-03 that will close all County roads to non-residents for recreational purposes. These restrictions do not affect State Highways, necessary travel, Central City Parkway, Black Hawk and Central City municipal roads, or roads in Golden Gate State Park. The closure order is similar to the Clear Creek County Road Closing order. Public Health/ Human Services Building Change Order Gilpin County Manager Abel Montoya announced that rehabilitation project of the Public Health/ Human Services building that has been contracted to Sky Blue Contractors is in need of a change order. This change order will be an increase in the original contract price $259 620 for the rehab of the existing building. Final contract price would be $1,272,644 with a portion of the funds to be absorbed through grants. To receive money from the DOLA grant, certain efficiency standards had to be met increasing the costs of certain materials. There was also the discovery of some unpermitted work that removed a number of supporting walls and the requirement to make the building *ADA compliant, so a change order to the contract is warranted. Gilpin County Commissioners approved the change order unanimously. *Americans with Disabilities Act Legal - FAA Update County Attorney Bradford Benning announced that a draft Statement of Issues has been completed and is ready to be filed next week along with a petition from Greenwood Village. Once filed, the document will be available for public viewing on the County’s website. County Manager’s Report County Manager Abel Montoya reported that an inner agency task force meeting was conducted recently concerning the Comprehensive Plan. Lots of comments and suggestions about the status of Gilpin County and how to move forward with regulations and amendments to the County’s current plan were received. Meeting Minutes Board of County Commissioners unanimously approved the meeting minutes for April 14, 2020 Special Meeting with no corrections or amendments. Executive Session Gilpin County BoCC approve to recess into Executive Session to Receive Legal Advice on Policy and Contract Matters Pursuant to C.R.S 24-6-402(4)(b) 2:30 p.m. Wear a Mask Madam Chair Gail Watson suggested that the Board of Health to look into adopting a Health Order that requires residents to wear a face covering while out in public.
