Gilpin County to participate in topography surveying project

Beaver Creek Road residents to get natural gas service By Randy Beaudette Madam Chair Linda Isenhart along with Commissioners Ron Engles and Gail Watson faced a full and varied agenda that included a July Fourth Barn Dance, Gilpin County Employee Recognition Guidelines, and Wireless equipment installation at the Justice Center.The Board of County Commissioner’s (BOCC) regular meeting was called to Order June 11, 2019 at 9:00 a.m. sharp at the historic Gilpin County Courthouse. To assist with the tasks at hand: County Manager Abel Montoya, County Attorney Jim Petrock, and Deputy Clerk Sharon Cate. Guidelines for Recognizing Gilpin Employees Gilpin County Human Resources Director Suzie Allen presented an official copy of Guidelines for the Employee Recognition Program to the Commissioners. The Program will formalize a recognition program for Gilpin County employees. All full-time, part-time, and temporary employees are eligible for this program unless otherwise noted. There are three different categories of recognition: The Shout Out (spot) award, Employee/Team Appreciation, and the Years of Service Award. This program is intended to be consistent with County Ethics Guidelines and the State Law on soliciting and accepting gifts. Gilpin County Commissioners approved the Employee Recognition Program unanimously. Commissioner Schedule Revised (Resolution 19-06) The BOCC approved a resolution to revise their schedule of Public Meetings. In the Resolution the December third meeting has been changed to December eleventh. They also added the schedule for the BOCC work sessions. Public Health Services Contract Gilpin County Public Health Coordinator Bonnie Albright presented a renewal contract between the County of Gilpin and Colorado Dept. of Public Health & Environment (CDPHE) to the Gilpin County Board of Health. The contract which will take effect from July 1, 2019 to June 30, 2020 will provide funds towards implementation of core public health services and maternal child health programs. Gilpin County will receive $26,236 from CDPHE for these services. Gilpin County Commissioners approved the contract unanimously. L iquor License Renewal Gilpin County Local Liquor Licensing Board moved to approve a Retail Liquor License for Coyote Liquors located on 5319 Hwy 119, Black Hawk. July 4 th Barn Dance Gilpin County Planner Danial Horn presented a “Class B Temporary Use Permit” (TUP 19-04) on behalf of the Peak to Peak Music Education Association. The applicants intend to host a Fourth of July Barn Dance at the Gilpin County Fairgrounds. The event will consist of live Bluegrass bands, arts and crafts with food and alcohol venders. There will also be an area for kids including a bouncy house and crafts tables. The permit will cover three days: July 3 rd for setup, July 4 th for the event and July 5 th for the teardown and cleanup. Event hours will be 1:00 to 9:30 p.m. on July 4th. Gilpin County Commissioners approved TUP 19-04 unanimously. US Forest Service Patrol Agreement Gilpin County Commissioners approved the US Forrest Service Patrol Agreement as presented by Gilpin County Sheriff Kevin Armstrong. The annual contract with the Forrest Service will authorize Gilpin County Sheriff’s Deputies to patrol Federal land in Gilpin’s back country for a fee of $8,100 to cover overtime costs. One of the biggest problems, according to Sheriff Armstrong, is relaying restriction information to backpackers and folks in the homeless camps that are cut off from basic communications. These funds are vital in providing these services as well as enforcement and public relations outreach. Final Approval for Wireless Service at the Justice Center Gilpin County Commissioners also accepted the final approval of the Wireless Equipment Installation at the Justice Center. The total installation costs for the project will be $5,835. Upon finalization of installation and testing, the County will no longer need monthly internet services at six locations providing a monthly cost savings of $655. This creates a break-even point for the project costs at just under nine months. Legal Status report Gilpin County Attorney Jim Petrock requested a BOCC hearing on two property tax abatements requests (BOCC Administrative Denial Requests R009444 and R0094546). Any Abatement decision by the Assessor can be appealed by the property owner to the Board of County Commissioners, not to be confused with the Board of Equalization which can only hear valuation protests. The owner of this property is one of many across the state who are involved in what is essentially a class action at the Board of Assessment Appeals (BAA) level. The owner wants to participate in this court action but must first complete an appeal through the Assessor, County Commissioners, then to the BAA. Mr. Petrock recommended that the BOCC deny the abatement so that the case can go on the BAA. Gilpin County Commissioners did not disappoint and denied Abatements R009444 and R004546 unanimously. Quality of Life Survey Quality of Life Survey participation has ended and the results are expected to be available July 9 th . Wedgewood Egress Easement Gilpin County Commissioners approved the Wedgewood Egress Easement agreement between the County of Gilpin and the Lupine Lane landowner Mr. Scott Brown for emergency egress from the Wedgewood subdivision. Human Services Caseworker pay increase The Commissioners approved a request that a much needed incoming case worker be hired in at 15% above the posted starting wage due to experience. County Facility Use Policy A new County Facility Use Policy for Rental Activities was approved by the Commissioners that will add a revised statement that will require certain applicants to have insurance coverage with a minimum of $1 million dollars in coverage for public liability and property damage. The BOCC may reduce or waive insurance requirements based on the potential risks, liabilities, and impacts involved with the proposed facility use. Denver Regional Council of Governments (DRCOG) letter of commitment Community Development Director Stephan Strohminger presented a Letter of Intent to participate in the DRCOG Light Detection and Ranging (LIDAR) Project. LIDAR is a surveying method that measures distance using reflected pulses of light from objects on the ground. The data is then used to produce an image of the topography in an area. This data is useful for County planning as well as private development planning. Gilpin County Commissioners approved the letter of commitment unanimously. XCEL Energy Permit The Gilpin County BOCC also approved a permit (No’s XL2019DH and XL2019SBC) that will allow Excel Energy to install a natural gas pipeline along Beaver Creek Road from Hwy 72 to Hwy 119 known as the Tungsten to Bobtail Natural Gas Project. Residents in the area will be notified of the installation when construction will start. Approval of Minutes Gilpin County Commissioners approved the Corrected version of the April 23, 2019 minutes and the minutes from the May 21, 2019 regular meeting. Adjournment Gilpin County Commissioners adjourned into Executive Session to receive legal advice on the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest and determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators.
