Gilpin follows State relaxed mask requirements

Happy 50 th Gilpin Historical Society By Randy Beaudette Gilpin County Board of County Commissioners (BoCC) faced another long agenda for a hybrid online/in-person Regular Meeting on June 1, 2021. Highlights included an extension of the County’s Emergency Declaration, a proclamation honoring Gilpin County Historical Society’s 50 th Anniversary, and a Memorandum of Understanding for Gilpin County Human Services. Board-Chair Linda Isenhart opened up the meeting at 9:00 am along with Commissioner Sandy Hollingsworth and Web Sill. Also joining online were County Manager Abel Montoya, County Attorney Brad Benning, Deputy Clerk Sharon Cate, and several members from the Senior Leadership Team. COVID Update Gilpin County Public Health Coordinator Bonnie Albrecht shared that Gilpin County has experienced nine cases in the last seven days which keeps the County in the Level “Clear” status. 53% of the County’s residents have received the first COVID injection and 48.6% have received the second. Injection site at the Ameristar has been closed, but a new injection site has been set up at the Gilpin County Public Health Building at 101 Norton Drive open on Wednesdays only. Contact Gilpin County Public Health or visit their website to schedule an appointment. Testing is also available by appointment at the Z Casino on Thursdays between 10 am and 2 pm. Gilpin County Public Health (GCPH) amended its countywide mask order ( Public Health Order 21-02 ) effective May 18 to allow all residents to follow the more relaxed mask requirements from the State of Colorado per Executive Order D 2021 103 and according to the Colorado Department of Public Health and Environment’s (CDPHE) Second Amended Public Health Order 20-38 . The courts and all other county buildings, however, will continue to require masks regardless of vaccination status. All persons entering the building for court-related matters are required to wear masks in accordance with the Order Regarding Safety in Colorado Courthouses issued by the Chief Justice of the Colorado Supreme Court on May 17, 2021. Under the new state requirements , any fully vaccinated individual may go without a mask in any setting, unless the setting requires otherwise. However, all unvaccinated individuals and those who are not yet fully vaccinated ages 11 and older must continue to wear a mask in certain high-risk settings, including congregate care facilities, prisons, jails, Colorado DMV offices, as well as emergency medical and other health care settings. Masks are also still required in schools and child care settings (including extracurricular activities); however, individuals who are fully vaccinated in a classroom or cohort may remove their mask if their teacher or caregiver has provided proof of vaccination to their employer. Masks also remain required during travel per CDC requirements . Extension of Emergency Declaration Gilpin County Commissioners approved an extension of Emergency Declaration to September 30, 2021. Happy 50 th Gilpin Historical Society Gilpin County Historical Society celebrates 50 years since it’s opening of the Historical Museum with that the Commissioners approved a proclamation as presented by Historical Society President Deb Wray to honor that milestone. Ms. Wray also announced that on June 26 the Historical Society is hosting a Bar-B-Que and fifty cents admission. All are invited. Human Services Memorandum of Understanding (MOU) Gilpin County Human Services Director Laura Solomon presented a MOU approval request between Gilpin County and the Employment Benefits Division Department of Human Services. CRS 26-2-715 requires the Department of Human Services and Colorado Counties to enter into an annual performance contract that identifies the duties and responsibilities for implementing the Colorado Works program and the Colorado Child care Assistance program. Gilpin County BoCC approved the MOU unanimously. Audit Extension Request Gilpin County Finance Director Clorinda Smith submitted a request for approval to extend the filing date of the 2020 audit to December 31, 2021. Due to the Federal Grant money the County received in 2020, an additional “Single Audit” must be filed which will require additional time to complete. The Board unanimously approved the requested extension. 2021 Election Plan Gilpin County Clerk and Recorder Sahari McCormick discussed the 2021 Election Plan with the Commissioners for the upcoming election on November 2, 2021. The plan is to house the election at the Community Center, then transporting the ballots to the Old Courthouse for processing. The Commissioners expressed their confidence in Ms. McCormick’s experience handling elections and agreed that the election plan is acceptable as presented. Dominion Renewal Gilpin County Clerk and Recorder Sahari McCormick also presented a request to approve a contract renewal with Dominion System Inc. The County has utilized Dominion since 2016 and according to Ms. McCormick, the election staff is familiar with the system. Duration of the Contract will be from June 1, 2021 until December 31, 2025 at an average price of $27,000 per year. The Commissioners approved the contract 2 to zero with Commissioner Sill abstaining his vote due to accuracy issues associated with the Dominion Voting Systems. Local Licensing Authority (LLA) Deputy Clerk Sharon Cate presented two applications to the LLA for approval on behalf of Gold Dirt Distillery, and Howling Wind Brewing and Blending L.L.C. Gold Dirt request to move the distillery from Tolland Road to Rollinsville, and the Howling Winds request is to set up a tasting room in Rollinsville. Gilpin County LLA approved both applications in two separate votes. Parks and Recreation Update Gilpin County Parks and Recreation Director Gabrielle Chisholm reported that activity is picking up at the Rec Center since opening in April. 854 total visits in April is a shadow of pre-pandemic numbers of April 2019 which soared to 3,164 total visits. Upcoming events include Summer Camp, Father’s Day Fishing Clinic, and the return of the Gilpin County Old Fashioned Fair as a one-day event. Public Health/ Human Services Building Gilpin County Manager announced that the Public Health/ Human Services Building should be completed in approximately two weeks after an inspection by Timberline Fire. Jail Showers Gilpin County Facilities Manager Ryan Keenan presented a Request for Proposal (RFP) to repair the showers at the County Jail. The County Commissioners approved the RFP which will go out immediately to qualified contractors to renovate the existing showers. Construction is expected to begin July 21 st with a project completion to be no later than October 2021. Letter Against Gun Violence and Racism Gilpin County BoCC penned a letter against Gun Violence and Racism in our community. The letter points out the May is Mental Health Awareness Month by proclamation, but in reality, every month is Mental Health Awareness Month. It also addressed tools available in preventing gun violence, such as the Colorado Red Flag Law. The letter concluded “Please join us in working on addressing these issues and protecting our home and wonderful community, Gilpin County.” The prevention of gun violence and racism is a notion that should reside in everyone’s hearts.
