New Gilpin County elected officials sworn in

Former Renaissance Solutions building to house Human Services and Public Health offices By Randy Beaudette A very large crowd gathered at the Gilpin County Courthouse to witness the 2019 post-election swearing in ceremony of the newly elected officials. The meeting was called to order on January 8, 2019 at 9:00 a.m. The Honorable Dennis Hall conducted the swearing in of: Gilpin County Commissioner Linda Isenhart, County Treasurer Mary Lorenz, County Corner Zane Laubhan, County Clerk and Recorder Sharon (Sahari) McCormick, Gilpin County Sheriff Kevin Armstrong, County Assessor Anne Schaefer, and Deputy Clerk to the Board Sharon Cate. The agenda included all the beginning of the year tasks such as Commissioner’s appointments to the various boards, authorities and committees, the appointment of Linda Isenhart to be Madam Chair of the Gilpin County Board, Gail Watson is appointed to Chair Pro-Tem of the Board, and the appointment of the various county officials such as Abel Montoya to the County Manager position and James (Jim) Petrock as the County Attorney. Facsimile Signatures Gilpin County Finance Director Clorinda Smith presented Resolution 19-01 which is the Authorization Use of Facsimile Signatures of members of the Board of County Commissioners and other county officials, by designated county employees. This Resolution is intended to authorize Finance Director Clorinda Smith, and Staff Accountant Lorna Plamondon to execute instruments of payment for payroll and accounts payable, with facsimile signatures of any members of the Board of County Commissioners, Gail Watson, Linda Isenhart and Ron Engels or of Gilpin County Clerk and Recorder Sharon McCormick when they are unavailable to execute time sensitive instruments during emergency circumstances. Gilpin County Commissioners approved Resolution #19-01 unanimously. VHF Radio Intergovernmental Agreement Withdrawal Sheriff Kevin Armstrong presented a letter from The City of Black Hawk, who is requesting to withdraw from the Gilpin County and Clear Creek County Intergovernmental Agreement (IGA) establishing Very High Frequency (VHF radio) Regional Maintenance Program. Black Hawk is in the process of transitioning to the State’s Digital Trunked Radio System (DTRS) which will be completed January 1, 2020. With this development and knowing the Black Hawk radio system is separate from the Gilpin/Clear Creek network, Black Hawk has come to the conclusion that membership in the shared maintenance program will no longer be necessary after December 31, 2019. This is an informational issue and a vote from the Commissioner’s was not required. Legal Status report County Attorney Jim Petrock reported that the County has closed on the property located on 15193 Hwy 119 to be discussed in the County Manager report. He added that next week former County Treasurer Alynn Huffman, County Coroner Zane Laubhan, former County Sheriff Hartman, and County Attorney Jim Petrock are due to testify in the fourth and last of the criminal trials in Denver District Court against Lawrence Goodman accused of Obstruction of Government Operations and various related offences. County Manager’s Report Gilpin County Manager Abel Montoya is pleased to announce the purchase of the building and land located at 15193 Hwy 119, (the former Renaissance Solutions building). The property is to be the future home of Gilpin County Human Services and Gilpin County Public Health Departments. Gilpin County Human Services Director Sherrin Ashcroft briefed the Commissioner’s on the effect of the government shut-down on Human Services. The State has indicated that there hasn’t been an impact on county services through the month of January. However if the shutdown drags into February, an emergency meeting of the County Human Services Directors may be needed to communicate needs and issues that may arise. At this point the State is not providing a lot of information, but they’re trying to gather information to pass along to the county agencies and to the public. Consent Agenda Gilpin County Commissioners approved the regular meeting minutes from the December 18, 2018 with no changes or corrections. Executive Session Gilpin County Commissioners recessed into Executive Session to receive legal advice on negotiations per Colorado Revised Statutes (CRS) Section 24-6-402(4)(e) and to receive legal advice on politics in the workplace and water issue discussion per CRS 24-6-402(4)(b). Next Meeting The next Gilpin County Commissioners regular meeting will be January 22, 2019 at 9:00 a.m. at the Gilpin County Courthouse at 203 Eureka St. Central City, Colorado.
