Gilpin County Commissioners deal with unauthorized septic system installation By Randy Beaudette The Gilpin County Board of County Commissioners meeting was called to order on Wednesday February 19, 2019 at 9:02 a.m. at the Historic Gilpin County Courthouse. Present were Commissioner Chair Linda Isenhart with Commissioners Ron Engels and Gail Watson. Also present were County Manager Abel Montoya, County Attorney Bradford (Brad) Benning, and Deputy Clerk to the Board Sharon Cate. Treasurer’s Report Gilpin County Treasurer Mary Lorenz presented a revised Treasurer’s Report for the month October 2018 Ms. Lorenz explained the bottom line or Grand Total remains the same at $21 million dollars the only change was the Over/Under Account for taxes and the deposit was $2.80 more than what was posted. Two warrants from Finance were entered incorrectly that affected Public Health Department of Human Services. Ms. Lorenz also presented the Treasurer’s Report for the month of November 2018. Again, the percentage of taxes collected was down .02% but the Grand Total was up a little more than $1.5 million settling at $20.17 million. Gilpin County Commissioners approved the revised report along with the November 2018 report. Quality of Life Survey Gilpin County Manager Abel Montoya presented the Request for Proposal (RFP) Selection Committee’s recommendation for a vendor to conduct the 2019 Quality of Life Survey. The Committee recommended that the County enter into a contract with The Center for Research and Public Policy for the estimated cost of $10,900. The survey will contain objective question designed to gauge community and business sentiment about issues such as: community values, growth impacts, public services, land use and conversation, recreation, and ranking of governmental services. The survey will go out to Gilpin County residents around the end of April with the final results to be presented the middle of August. The survey will be available online, but for those who do not wish to participate on the web, the survey may be mailed out to those who request it or survey questionnaires may be available at all government offices, the Community Center, or the Library. Gilpin County Commissioners approved the bid unanimously. Board of Health The Commissioners convened as the Gilpin Board of Health to address an issue of an unlicensed contractor and an unpermitted septic system. Gilpin County Code Enforcement Official Tami Archer explained the events that led up to this violation. On January 23, 2019 a representative of the Gilpin County Board of Health investigated the installation of a septic system at 759 Pactolus Road. The investigation revealed that the system had been installed by Steve McCollum of McCollum’s Excavating L.L.C. without the necessary permits and without a current Gilpin County Installer’s license. These actions are a violation of Gilpin County’s Onsite Wastewater Treatment System (OWTS) Regulations. Gilpin County Board of Health ruled to impose a $500 fine for the lack of a permit, $500 fine for the lack of a license, and $50 fine for each day of the violation. Gilpin County Board then reconvened and the Board of Commissioners. County Manager’s Report Gilpin County Manager Abel Montoya informed the Commissioners that the Request for Proposal (RFP) has been released for the design and build on the new Human Services Building. A mandatory pre bid walk thru will be scheduled February 21 st at 9:00 a.m. with bids being submitted soon after and are due March 19 th . The bids will be selected and will be presented to the Commissioners for approval in March or April. Upcoming Events Commissioner Watson informally announced that the Gilpin County Arts Association has an opening Saturday February 23 rd 5:00-8:00 pm at the Gallery and everyone is invited to attend. A community area meeting with Congressman Joe Neguse is scheduled for February 21 st at 10:30 a.m. located at the Idaho Springs Town Hall, 1711 Miner Street. A County Leadership Summit Meeting will be held February 27, 28, and March 1 located at the Ameristar. The High Country Chili Dinner will take place March 2 from 5:00-8:00 p.m. at the Community Center Approval of Minutes Gilpin County Commissioners approved the meeting minutes from the February 5, 2019 regular meeting. Executive Session Gilpin County Board of Commissioners made a motion to recessed into Executive Session at per C.R.S. 24-6-402 (4)(b) to confer with the County Attorney for the purposes of receiving legal advice on specific legal questions. Next Meeting The next Gilpin County Commissioners regular meeting will be March 5, 2019 at 9:00 a.m. at the Gilpin County Courthouse at 203 Eureka St. Central City, Colorado.
