Gilpin Commissioners wrap up year-end business, hear from Trout Unlimited By Randy Beaudette At the final 2019 regular meeting of the Gilpin County Commissioner’s (BoCC) on December 17, 2019, highlights of the agenda include, a 2020 application for the Emergency Management Program Grant, Certification of Levies and Revenues for the Budget year 2020, and an interesting presentation from Trout Unlimited concerning the Abandoned Mine Land Reclamation Program. Commissioner Gail Watson opened up the meeting at 9:02 a.m. along with Commissioner Ron Engels. Also present was Gilpin County Manager Abel Montoya, County Attorney Jim Petrock, and Deputy Clerk to the Board Sharon Cate. Madam Chair Linda Isenhart was absent. Denver Metroplex Update A meeting was scheduled for December 18, at 2:00 p.m. at the Community Center to meet with representatives from the district Congressman Joe Neguse’s staff. Coverage of this meeting will appear in the December 26 th edition of the Weekly Register-Call . A request has been made to State House Speaker K.C. Becker and Senator Tammy Story to change the location of the January 13, 2020 Town Hall Meeting to the Community Center rather than have it at the Library due to expected attendance. 2020 Emergency Management Application The Gilpin County Commissioners approved the 2020 Emergency Management Application to the Emergency Management Program Grant (EMPG). The annual grant is awarded to local communities that participate in the EMPG/LEMS program. Gilpin County Emergency Management anticipates a 100% increase of funding from the State of Colorado. The total received is to be divided between the salary of the Emergency Manager and to increase the capabilities in Gilpin County to mitigate, prepare, and respond to an emergency. Treasurer’s Report Gilpin County Treasurer Mary Lorenz presented the November 2019 Monthly Report to the Commissioners. The Monthly Reports show that once again that the amount of Property Taxes collected so far this year are slightly lower than last year’s at 99.18% for a Grand Total of $20.5 million dollars, which is almost $400,000 over the November 2018 Grand Total. There were no questions from the Commissioners and the report was accepted. Year End Finance Items Gilpin County Finance Director Clorinda Smith presented three different items for the Commissioners to review and approve. 2020 Cost Allocation Plan Agreement The Gilpin County BoCC approved the 2020 Cost Allocation Plan Agreement with MGT Consulting Group in which work will take place in 2020 using 2019 actual expenditures. Costs of the Consulting Services will be $4,550 which has been budgeted in the 2020 Budget, will identify indirect costs in order to get reimbursement from the State for Human Services. Certification of Levies and Revenues The Commissioners also approved the 2020 Certification of Levies and Revenues. Per Colorado Revised Statutes (CRS 39-1-111(1)) no later than December 22 in each year the BoCC of each county of the state, with some exceptions, shall enter in the recording of its proceedings, levy against the valuation for assessment of all taxable properties located in the County on the assessment date and in the various towns, cities, school; districts, and special districts within the county. Once again Commissioner Watson commented on the glaring issue of the difference in the mill levy of the two school districts. The Gilpin County School District mill levy is 7.016 whereas the Boulder School District mill levy is a whopping 48.359. It is curious that the two school districts have revenues that are similar. Gilpin has $2.6 million dollars and Boulder has $2.8 million dollars in revenue. The mill levy difference doesn’t reflect the same difference in revenue. Take Home Vehicle List Finally, Gilpin County Commissioners approved the Take Home vehicle List for County Employees. Certain employees being designated as “On Call” are authorized to use a County vehicle to commute on a regular basis. Trout Unlimited Presentation The Trout Unlimited Abandoned Mine Land Reclamation Project Manager Lauran Duncan moderated an informational presentation showcasing recent activities in Gilpin and nearby counties. The mission of Trout Unlimited is to conserve, protect, and restore North America’s trout and salmon fisheries and their watershed. For over twelve years, Trout Unlimited has been working to restore abandon mines in the west, while advocating policy and programs to help facilitate Good Samaritan efforts. The organization views pollution from abandoned mines as one of the most important, yet least addressed, problems threatening western watersheds. Trout Unlimited utilizes a holistic approach to mining site reclamation with site characterization, partner identification, and funding resources. They analysis the site data, develops site plans and designs, oversee the construction of the selective alternatives, and offer post construction monitoring to ensure their long term success. The short, very organized presentation was very informative in terms of what Trout Unlimited represents and the much needed work that they do for the habitat of these fisheries. For more information visit: https://www.tu.org/ Schedule of public Meetings (Resolution 19-11) Gilpin County Commissioners approved Resolution 19-11 which is a resolution adopting a schedule of public meetings for the Board of County Commissioners. To review this schedule visit: https://www.gilpincounty.org/ and click on “County Commissioners.” County Manager’s Report Phase 2 Public Health/ Human Services Building Gilpin County Manager Abel Montoya was pleased to inform Commissioners that the County has received DOLA Grant funding approval for the renovation of the Public Health/ Human Services Building and has decided to proceed with Sky Blue Builders L.L.C. as the contractor for that project. Once all the renovation is complete, the building could be occupied as soon as August 2020. Gilpin County Commissioners made a motion and approved the Phase 2 portion of the Public Health/ Human Services Building renovation with Sky Blue as the contractor. Contract Approvals for 2020 Mr. Montoya also presented the 2020 Service Agreement for Information Technology services with Teryx Inc. which was approved unanimously. The next order of business was to renew some lease agreements with Gilpin County 4-H for storage in the Exhibit Building and with High Country Auxiliary for the lease of the storage POD located on the south side of the Exhibit Building. These were also approved unanimously. However, one lease agreement that was tabled was the Lease Agreement with Timberline Fire Protection District for the use of the Rollinsville Shop space to house fire apparatus. Commissioner Watson pointed out that the leasing of the space in the Rollinsville shop has been in place for six years and was intended as a temporary solution to house fire apparatus for the north end of the County. Gilpin County Road and Bridge has been wanting to get that space back to house some very expensive equipment that should be in there. A meeting with Timberline FPD has been scheduled to discuss the 800 mhz. radio change over, and as an addition to that meeting agenda, the Commissioners would like to discuss a permanent solution before the lease agreement is approved.
