Porter offered to explain the

BID’s audited financial state-

ments at a future meeting. He

mentioned that the BID oper-

ates two funds: one for the

parkway bonds and another

for its operating fund.

The brief explanation didn’t

sit well with Spencer, who

raised his voice and protested.

“This man is not on the board.

Why does he open his mouth

during board meetings and

interrupt? I could care less

who he is. He should be silent

until asked to speak.”

Later, Porter apologized

for speaking without being

prompted. “Chuck makes a

point. This has been a very

informal environment. I will

an upcoming BID ballot

question and therefore

wasn’t able to vote on

the issue of whether to raise

the special district’s total tax

levy from 85 to 90 mills. The

preliminary election-night

results showed the ballot

measure failed – due to a tied

vote. However, the BID later

announced the measure had

passed by a single vote follow-

ing a recount.

In addition to Robb, Spen-

cer and Boulter, the BID

Board includes Travis Reese,

representing RCI Hospitality

Holdings, and Jeff Hentschel,

co-owner of GF Gaming,

which operates the Famous

Bonanza and Easy Street

casinos.
