Gilpin County evacuation routes on private property are protected from trespassing

Commissioners approve public health services agreement with Jefferson County By Randy Beaudette The Gilpin County Commissioners final October meeting was called to order at the historic Gilpin County Courthouse October 23, 2018 promptly at 9:05 a.m. with Commissioners Linda Isenhart and Gail Watson. Also in attendance were County Attorney Jim Petrock, and Deputy Clerk to the Board Sharon Cate. Commissioner Chair Ron Engels and County Manager Abel Montoya were absent. Outdoor Recreation Grant (Resolution #18-23) Commissioners approved Resolution #18-23 supporting the application for the Local Park and Outdoor Recreation grant from the Great Outdoors Colorado Trust Fund. The $350,000 grant request will fund the completion of the Gilpin County School District Track and Sports Field project Private Property Evacuation Routes County Attorney Jim Petrock, with the assistance of County Emergency Manager Kevin Armstrong, continued the first reading of Ordinance #18-01 which addresses the regulation of Emergency Evacuation Routes Over Private Property. Gilpin County has identified emergency and evacuation routes in specific subdivisions and developments that are crucial to Gilpin County’s Emergency Plan. Some of these routes are located on private property in which property owners volunteered to assist by allowing emergency evacuation routes to run through their property. Recently some of these routes have been utilized by people other than the property owner or emergency personnel. This ordinance will make it crime to use this route by anyone other than the property owner, emergency personnel, or anyone evacuating an area in an emergency or disaster situation as declared by the Gilpin County Sheriff’s Office. Anyone who violates this ordinance may be charged with a Class 2 Petty Offence and if convicted is subject to fine up to $1,000. In addition Trespassing charges may be also be added on top of the original violation to add up to some pretty hefty fines. Evacuation Route Property owners have reported people trespassing on their property to the Gilpin County Sheriff’s office. This has been a concern of some property owners that are hesitant to open up their property to an evacuation route, that the route might be used for recreational purposes. This Ordinance will settle those concerns. The Gilpin County Commissioners made a motion to continue on to the second reading at the November 20, 2018 regular meeting. Justice Center Broadband Tyrex Informational Technology contractor Tobias Tonelli presented an agreement with USA Communications for a Fiber Connection at the Justice Center to improve service to dispatch and other departments located in the building. The cost of the fiber connection will consist of $99 install fee and $511 per month. Gilpin County Commissioners approved the agreement unanimously. Redtail Cabins Structural Assessment Gilpin County Community Development Director Stephen Strohminger along with Historic Preservation Advisory Commission Secretary Tami Archer presented Resolution #18-25. The Resolution will approve the Historical Structural Assessment contract for the Redtail Cabins with the only bidder Bret Johnson Architecture. Gilpin County received $12,600 from the State Historical Fund with a 25% ($3,150) match from Gilpin County to perform various surveys and assessments. The historical cabins located near the eastern border of Gilpin County just off Robinson Hill Road, were acquired by Gilpin County in January 2018 for their historical value. The structural assessment agreement with Johnson will gain an in-depth understanding of the current condition of the structures so a rehabilitation plan can be developed. Gilpin County Commissioner approved Resolution #18-25 unanimously. Public Health Services Agreement Gilpin County Public Health Coordinator Bonnie Albrecht along with the Jefferson County Public Health Deputy Director presented an agreement for Public Health Services between Gilpin County and Jefferson County. An example of the services that Jefferson County Health agreed to provide assessment planning and communication, vital records, prevention and population health promotion, Emergency preparedness, and environmental health. The duration of the agreement is from January 1 st , to December 31 st , 2019. Cost of the services outlined in the agreement shall not exceed $150,000. Gilpin County Board of County Commissioners approved the agreement. Legal Status Report County Attorney Jim Petrock recommended an Executive Session for the purpose of receiving legal advice on matters related to political bumper stickers in County parking lots/ politics in the workplace (CRS 24-6-402(4) (b)), and to receive legal advice on the purchase of property(CRS 24-6-402(4)(a)) Upcoming Public Meetings October 30, 9:00 a.m. - Budget Hearings at Apex Facility, 495 Apex Road November 29, 8:00 a.m. - Wildfire Response Team Training, Community Center, 250 Norton Drive. Consent Agenda Gilpin County Commissioners approved the minutes from the regular meeting dated October 9, 2018 with no changes or corrections Adjournment Gilpin County Commissioners adjourned the regular meeting at 9:40 a.m. and moved into Executive Session. The next Gilpin County Board of Commissioners meeting will be November 6, at 9:00 a.m. at the historic Gilpin County Courthouse, 203 Eureka St, Central City Colorado.
