Black Hawk welcomes new Fire Chief Woolley

Council approves Tool Cat purchase and contract with Pinion Environmental By Randy Beaudette The bell was rung promptly at 3:00 pm to signify the start of another Black Hawk City Council meeting on June 13, 2018. Mayor Spellman called the Black Hawk City Council to order followed by Roll Call, then he led in the Pledge of Allegiance. Roll call confirmed that Council members Aldermen: Linda Armbright, Paul Bennett, Jim Johnson, Hal Midcap, Greg Moates, and Benito Torres were all present. Also present were City Attorney Cory Hoffmann, Police Chief Cole, City, Clerk/ Administrative Services Director Melissa Greiner, Finance Director Lance Hillis, Community Planning and Development Administrator Cindy Linker, Public Works Director Tom Isbester, and Deputy City Clerk, Michele Martin City Attorney Hoffmann asked Council to declare any Conflicts of Interest on any issue appearing on the agenda other that than those already disclosed and filed with the City Clerk and Secretary of State. There were no objections. Introduction of New Fire Chief Mayor Spellman introduced incoming Fire Chief Christopher Woolley. Chief Woolley has resided in Colorado since 1995, moving from New Jersey to pursue opportunities in the west and enjoy of all of what Colorado has to offer. An avid climber, mountaineer, and canyoneer, Colorado suits his personality and has provided ample opportunity to share the beauty of the state with his wife and family. He currently resides in Highlands Ranch with his wife and best friend, Jenny. Between the two, they have four children, two of whom still live at home and two who have embarked on their own lives and careers. Spending approximately 25 years in the fire service, Chief Woolley has held a variety of positions including volunteer, company officer, fire marshal, wildland firefighter, shift battalion chief, and training chief. He embraces developing fire service members and places a high importance on training and professional development. Chief Woolley has a Bachelor’s Degree in Fire Service Administration and Master’s Degree in Emergency Services Management. He holds designation as a Chief Fire Officer and Chief Training Officer through the Center for Public Safety excellence. Additionally, he is in his third year of the National Fire Academy’s Executive Fire Officer Program. Approval of Minutes Black Hawk City Council approved the minutes from the May 23, 2018 regular City Council meeting with no corrections. Inclusion of Property (CB11/Ordinance 2018-11) City Clerk/ Administrative Services Director Melissa Greiner presented an Ordinance Approving the Inclusion of Property into the Black Hawk Business Improvement District and Changing the Boundaries of the District Consistent Therewith. The City of Black Hawk received a petition from the JIJE, LLC (the “Petition”) for inclusion of property more particularly described as follows: Parcels: That portion of Main Street and Backus Street ROW between Block 37 and Block 38, City of Black Hawk: Account R008704; and Block 45, Lot 9 through Lot 13, Block 36, part of Bobtail Street and Backus Street ROW: Account R008705 - all in the City of Black Hawk, County of Gilpin, State of Colorado. Black Hawk Aldermen approve Ordinance 2018-11 unanimously. Equipment Purchase (Resolution 40-2018) Public Works Director Tom Isbester presented a resolution approving the purchase of a 2018 Bobcat Tool Cat 5600 from Bobcat of the Rockies in an amount not to exceed $55,329. The 2018 Capital budget includes funding for a Tool Cat and skid for the flowers ($85k). The skid has already been acquired. The Tool Cats are one of the Public Works most versatile pieces of equipment. They are used for landscaping in the summer, running a broom, plow or bucket for snow removal in the winter, and of course flowers. The Tool Cat is used heavily for the flower season and is the only piece of equipment they have found that can handle the large water tank, has 4-wheel steering to allow tight maneuvering, and is small enough to get on the sidewalks if necessary. Staff researched to see if there was another piece of equipment that would work as well and found nothing. Black Hawk City Council approved Resolution 40-2018 unanimously. On-call Professional Services Agreement (Resolution 41-2018) City Council also approved a resolution that would establish an On-Call Professional Service Agreement with Pinyon Environmental, Inc. for Historic Preservation Consulting Services. Community Planning & Development will utilize Pinyon Environmental to provide Historic Preservation Consulting Services, advise the Black Hawk Historic Preservation Commission, the City Council, and City staff. This is a budgeted item that is summarized in Exhibit A under the Schedule of Charges of the Professional Service Agreement. Ashley Bushey, Technical Group Manager of Cultural Resources for Pinyon, introduced herself to the City Council during the meeting explaining the Pinyon Environmental has about 25 years of experience in Colorado. Mayor Spellman stated that prior to the meeting they took a tour of Black Hawk and were impressed with her knowledge of the town. In the Mayor’s words, “She has done her homework.” City Manager report Police Chief Cole, sitting in for City Manager Jack Lewis, called upon Fire Chief Woolley to report on the upcoming July 4 th fireworks display. Chief Woolley explained that with the dry weather, there could be an issue with the display. If it is too dry to launch the fireworks from the past location, then secondary plan would be to utilize Miners Mesa as a launch area. Woolley stated that they are monitoring the conditions. Mayor Spellman adjourned the Black Hawk City Council Meeting at 3:10 pm. Next Meeting The next Black Hawk City Council will be June 27, 2018 at 3:00 pm at 211 Church Street, Black Hawk, Colorado.
